Organizational Setting

The Agricultural Development Economics Division (ESA) conducts economic research and policy analysis related to all five of the Organization's strategic objectives (food security and nutrition, sustainable agriculture, poverty reduction, inclusive food systems and resilient livelihoods). ESA provides evidence-based analytical support to national, regional and global policy processes and initiatives related to food security and nutrition and sustainable agriculture; and leads the production of two FAO flagship publications: The State of Food and Agriculture and The State of Food Security and Nutrition in the World. ESA also leads large programmes at country level on agricultural and food policy monitoring,

climate smart agriculture (CSA), agribusiness and food value chains, rural poverty, and food security information and analysis in support of national policies.

The Committee on World Food Security (CFS) constitutes the foremost inclusive international and intergovernmental platform for a broad range of committed stakeholders to work together in a coordinated manner and in support of country-led processes towards the elimination of hunger and ensuring food security and nutrition for all human beings. CFS is supported by a Secretariat funded by FAO, IFAD and WFP, and housed within the Agricultural Economic Development Division (ESA) of FAO.

Reporting Lines

The Consultant works in the CFS Secretariat and reports to the CFS Secretary. He/she works under the day-to-day direction of the CFS Secretary and in close collaboration with the full CFS Secretariat.

Technical Focus

Under the overall guidance of the Secretary of the Committee on World Food Security (CFS), the incumbent will be responsible for taking the lead on developing and implementing an Outreach Strategy and day-to-day communications for the CFS Secretariat, including supervising preparations for the CFS annual plenary session held every year in October.

Tasks And Responsibilities

- Develop and implement a robust CFS Communications Strategy that raises the profile of the Committee and its past/present work among target audiences in the food security policy sector;

- Manage the CFS public website in FAO’s official languages, ensuring it is kept up to date with relevant information;

- Supervise a comprehensive redesign of the CFS public website, in line with the host agency’s (FAO) rules and procedures, working with FAO’s CIO and consultants (if/as needed);

- Lead and coordinate development of communications tools and meeting documents for use by the Secretariat, the Bureau, Advisory Group, Open Ended Working Groups, etc;

- Coordinate the planning and rollout of the annual CFS 47 Plenary session, including after-action analysis and surveys to measure impact;

- Coordinate the selection and implementation of the CFS 47 Side Event process and the CFS 47 Information Marketplace;

- Provide support for all CFS intersessional activities, to ensure they are properly planned, streamlined, and all communication opportunities are maximized;

- Provide editorial advice on CFS documents, including session documents, to ensure they are clear and concise;

- Write and edit web content for the CFS website. Provide guidance to colleagues who wish to contribute to the CFS blog and other media sources;

- Manage, expand, and track impact of the CFS social media presence;

- Liaise with media departments of the Rome-based Agencies and journalists to ensure they have timely and relevant information about CFS;

- Maintain and broaden CFS’s visual identity, and measure/report on results;

- Liaise and build relationships with communication focal points in WFP, FAO, IFAD and other UN agencies and organizations involved in food security and nutrition;

- Produce engaging content to support CFS outreach including videos, infographics, etc.;

- Manage and report on CFS Communications budget;

- Assist the CFS Secretary with other duties as requested.


Minimum Requirements

- University degree in Social Science or other field of reference to public policy;

- 5 to 10 years of relevant experience in communication and media;

- Working knowledge of English, French or Spanish and working knowledge of Arabic, Chinese or Russian would be an asset
