Summary You will serve as a IT SPECIALIST (NETWORK/PLCYPLN) in the Policy, Plans, and Projects Department (N5) of NAVAL COMP TELCOM STATION NAPLES, This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will evaluate network hardware, software, protocol, or procedural options for suitability. You will conduct information systems design analyses to define opportunities for new or improved design process solutions. You will define an information technology (IT) system project action plans and objectives to achieve short-term and long-term goals. You will analyze information technology (IT) systems requirements to determine design specifications.

You will test network operating systems software to verify the integrity of information systems. You will monitor information technology (IT) project activities to ensure strategic alignment with project goals and objectives. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled by demonstrating each of the four competencies listed below: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitors networks,

systems and applications to ensure attacks are detected and prevented in support of network security. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Interprets security regulations, policies, principles and protocols to help others protect government content, applications and hardware. 3.Oral Communication - Expresses information (for example, ideas or facts)

to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides information updates to the chain of command on the development and implementation of network security. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Performs analysis of compromised systems to include identification of malicious code,

methods of compromise and data extraction techniques Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Qualifying experience would be demonstrated by: In addition to my experience demonstrating the four competencies above, I have one year of specialized experience in the private or public sector performing the following duties: 1) Providing advice regarding coordination, research, repair,

implementation and design of network and network management systems; 2) Evaluating the effectiveness, efficiency and productivity of network management systems and technology; 3) Identify and resolve network and system problems through performance tuning and test and evaluation methods; 4) Plan and coordinate the installation of new infrastructure, products or equipment; 5) Develop test plans and preventative maintenance programs to isolate and solve design problems; and 6) Understanding of contracts and conducting site survey to verify customer requirements are satisfied. https://dodcio.defense.gov/Cyber-Workforce/CES.aspx Education You may also qualify based upon the following education or the combination of education and specialized experience stated in the Qualifications Section of this announcement: You have successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. OR You have successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or,

graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Additional Information: This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position is a DoD Cyber Excepted Service (CES)

personnel system position in the Excepted Service under 10 U.S.C. 1599f. This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of IT Project Manager and 802 DCWF Code proficiency Intermediate level, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M- 5239.2. This designation requires: 1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M- 5239.2. An annual 20-hour minimum of Cyber Workforce related continuous learning must be documented in a current Individual Development Plan signed by both the employee and supervisor. 2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of IT Project Manager, DCWF Code 802 at the Intermediate proficiency level.
