ppbEuropean Investmement Bank (EIB) /b is the European Union’s bank. It works in support of EU development and economic cooperation policies by financing investment in both public and private sectors. The EIB is seeking to recruit for its Representation in Cairo, Egypt, a bWater Sector Expert /b. This is a full-time position. /p pThe term of this contract will be 3 years based in the EIB Office in Cairo. /p pPlease be informed that this position is identified as a Local Agent (EIB Local Employee serving in a non-EU country) and kindly note that the recruitment process and subsequent employment conditions for the selected candidate are subject to local labour and tax law compliance in the country of employment, as well as treated in the context of the local market. /p h3Purpose /h3 pYou will contribute to the preparation, appraisal, and monitoring of the technical, operational and environmental aspects of capital investment projects and programmes in accordance with EIB procedures mainly in Egypt and Jordan. Operations will be predominantly in the water and wastewater sector, as well as in the broader water resources area but you may occasionally need to complement teams in other sectors. /p h3Operating network /h3 pYou will be based in the EIB’s Regional Hub for North Africa and the Near East in Cairo, will functionally report to the Head of the Water division, and work in close contact with the other professional staff of the Division, other PJ Departments and other Bank directorates. Operational and technical guidance will be provided by the Head of Division in Luxembourg as well as by the relevant senior team members following the Egypt and Regional portfolio (Jordan, West Bank and Gaza, Lebanon, Morocco, Tunisia), with growing responsibility over time. You will report to the Head of the Cairo Hub for administrative and institutional matters. /p h3Accountabilities /h3 ul liAssist in the identification and screening of new projects that can be considered for EIB financing. /li liAppraise the technical and operational viability, environmental sustainability, permitting aspects, and socio-economic issues of projects and programmes.
/li liMonitor the correct implementation of approved operations in line with relevant contractual requirements, including through deployment and monitoring of external consultants. /li liActively advise and follow up on procurement process and other clearances required under the Finance Contract. /li liContract and manage relevant Technical Assistance reporting to the Bank. /li liFollow and support the development of the broader water sector operations in Egypt and prepare briefings on key issues and strategic developments relevant for the Bank. /li liContinuously update technical expertise in key areas of expertise and contribute to knowledge exchanges, sector studies, lending policy papers and other analyses in the water sector. /li liLiaise with and support other Divisions and experts as required. /li liWhere required and in full coordination with the Head of Office, build relations in relevant area of expertise with key external parties (e.g. international financing institutions, government representatives, local authorities, other institutions, etc). /li liWhere required and in full coordination with the Head of Office/Head of Water Division, represent the EIB at events, for example at the regular sector meetings in country and at conferences or meetings with the EU Delegation and International Financial Institutions (IFIs), including occasionally giving presentations. /li liProvide input to the preparation of sector related presentations for the Head and/or staff of the North Africa and the Near East Hub. /li liParticipate in the general activities of the Cairo office, including internal meetings. /li /ul h3Qualifications /h3 ul liUniversity degree in a relevant Engineering or Environmental discipline (e.g. civil or chemical engineering, environmental sciences, etc) or other closely relevant fields.
/li liMaster’s degree would be considered an advantage and a multidisciplinary background an asset. /li liA minimum of five years of relevant experience in the planning and implementation of water and wastewater projects. /li liProven knowledge and/or direct experience of the following: ul liIdentification and preparation, review and appraisal of water and/or wastewater management projects /li liWork experience in Egypt and/or Jordan /li liProcuring and managing external technical assistance (advantage) /li /ul /li liExcellent knowledge of written and spoken English and Arabic. French (working level) is considered an advantage. /li liSolid IT (standard Office tools, particularly Word, Excel, PowerPoint) and writing skills. /li /ul pThe position is open to nationals from Egypt.
