BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Evaluation Policy (2022) presents a vision for an evaluation function that continues to
mature, particularly at the decentralized level. The updated policy answers the call for
strengthened capacities, for growing partnerships, and for timely, targeted and tailored delivery
of evidence. It aims to ensure an evaluation culture is not only developed and embedded in the
work of WFP but promoted across the international community.
In the WFP Corporate Evaluation Strategy (2022), Communication and Knowledge Management
is included in workstream 3.1 Evaluation communication products are designed to appeal to and
reach intended users under Outcome 3 Evaluation evidence is systematically available and
accessible to meet the needs of WFP and partners.
In line with the evaluation policy, communication activities are intended to deliver WFP
evaluation evidence to contribute to the WFP Strategic Plan and inform global decision making.
They play an integral role in promoting evaluation use across diverse audiences, raising greater
awareness of the evaluation function and helping to embed an evaluation culture among WFP
staff.
In light of growing demand for and supply of evaluation evidence, the focus of activities is
broadened to external communications, with an emphasis on improving content quality and
variety, strengthening accessibility and utility of evaluations, and proactively supporting learning,
partnerships and engagement.
Achieving the WFP Office of Evaluation (OEV)’s communications goals requires a strengthened
Communications and Knowledge Management Unit, comprised of employees possessing both
specialist and complementary skills and competences.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of OEV Communications team, and in close
coordination with the Communications & Media (COM) Office, the communications consultant
will support the Communications and KM Unit by acting as Unit focal point under the title
Engagement and Partnerships lead. The consultant will have chief responsibility in the
following areas:
▪ Engagement and partnerships
▪ Dissemination, promotion and advocacy▪ Writing, editing, formatting
▪ Learning channel and capacity development
With the overall aim of promoting evaluation function engagement, internally and externally, while
helping to ensure the production of high-quality content, the consultant will be responsible for the
following duties:
▪ Engagement and partnerships across UN system, communities, platforms and globally:
Raising awareness of the WFP evaluation function externally, act as Communication team’s
focal point in planning and managing OEV engagement in learning events, evidence
partnerships, including impact evaluation, content visibility on external platforms and




communities, including UNEG, ALNAP, EvalPartners and EvalForEarth, and relationship
building with media, academia and other stakeholders in evidence promotion.
▪ Dissemination, promotion and advocacy: Take the lead for ensuring widespread and
consistent dissemination of WFP evaluation evidence and products on multiple channels to
internal and external audiences. Liaise with regional evaluation officers, KM consultants and
focal points, communication employees and other WFP country/regional colleagues to
support and give visibility to WFP evaluation content and dissemination.
▪ Writing, editing, formatting: Provide key support to editing and formatting OEV products and
publications and generating content, including features, blogs, briefs and lessons learned
papers, for OEV and partner platforms, including digital and social media channels, and WFP
Evaluation newsletter.
▪ Learning channel and capacity development: Act as communication team’s focal point for
evaluation learning and capacity strengthening, including by: supporting the management of
WFP’s evaluation learning channel on WeLearn and shaping communications on courses,
materials, training and career guidance; and by supporting the Evaluation capacity
development lead to plug evaluation into internal existing trainings, meetings, events,
workshops and webinars at global HQ and country levels.
The consultant will also share collective responsibility for:
▪ Supporting the implementation of the WFP Evaluation Communications and KM Strategy,
including support to the design and delivery of communications plans for WFP evaluations.
▪ Coordinating OEV collaboration and visibility in evidence-promotion and action-driven
campaigns and initiatives.
▪ Coordinating the design, planning and delivery of social media content
▪ Supporting the coordination of virtual communications and exploitation of new technologies
including webinars, online workshops, seminars and roundtables, supporting colleagues in
the evaluation function during presentations and events.
▪ Contributing to the development of digital and associated content to disseminate evaluation
findings and lessons learned, including interviews, flagship reports, stories, multimedia
content and digital diplomacyProviding back up support to the editing and formatting of centralized and impact evaluation
reports for presentation at Executive Board sessions and decentralized evaluation products
and reports, as required.
▪ Providing back up support to the management of all other WFP communication and KM
platforms with OEV presence: WFPgo, WFP.org, GoDocs, etc.
▪ Contributing to team meetings, discussions, ideas brainstorming
▪ Provide any other communication support as requested by OEV management
In addition, the consultant will contribute to the effective functioning of OEV. In particular, through:
▪ Compliance with standard WFP requirements and mandatory training (e.g. security,
harassment, etc)
▪ Consistent compliance with CEQAS/DEQAS/IEQAS and UNEG Ethical Guidelines and Code of
Conduct
▪ Use of OEV evaluation management systems (including SharePoint, O365 and MIS)
▪ Active participation to any relevant working groups as required by supervisor
DELIVERABLES AT THE END OF THE CONTRACT:
▪ Implementation of the OEV evidence engagement plan, including interviews with WFP
leaders (ongoing)
▪ 100% delivery and curation of the What’s On calendar and updating the rolling annual
calendar of events (monthly)
▪ 100+ items (including articles, posts, blogs, social media assets) created/edited for WFP and
external digital and social media channels by end of contract, feature coordination for
Medium channel and Wochit/CANVA videos (ongoing)
▪ Update of the WFP impact evaluation communications plan (ongoing), including a
dissemination pack/plan for each impact evaluation, support to impact evaluation
partnerships, products and events with promotion on digital channels (ongoing)
▪ Content planning and delivery for the WFP Evaluation WeLearn channel, including video
creation, and general support in shaping communications for the learning channel, and
capacity development meetings and workshops (ongoing)
▪ OEV engagement in internal and external learning events, including EES, NEC, IE Forums,
EvalXchange supported and promotion(ongoing)
▪ Initiatives to engage and raise awareness of evaluation with global COM colleagues
supported and comms clinics for evaluation cadre delivered (ongoing)
▪ Enhanced engagement with the evaluation community: including with EvalPartners, GEI and
other evaluation-humanitarian-development actors/platforms in digital content sharing,
advocacy and joint social media campaigns (ongoing)




▪ Enhanced engagement & partnerships with media, academia and universities around
evaluation topics and evidence, including promotion of Sulley Gariba memorial lecture and
the special issue of the African Evaluation Journal (ongoing)
▪ Upkeep of a contact list of KM/communication and media focal points to disseminate
content and learning (ongoing).
▪ OEV products and publications edited and formatted to high standards, as per OEV
guidelines (ongoingQUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree within the fields(s) of Journalism, International Relations,
Political Science, Communications, Knowledge Management, Public Information,
Media Film / Video, or other relevant field
Experience:
Knowledge
& Skills:
Minimum 6 years of professional experience in journalism, communications,
knowledge management, mainly at international level.
Ability to edit and write English-language content in a wide range of styles,
including features and storytelling
Ability to condense and articulate sometimes long and complex information into
linguistically appealing summary form.
Knowledge of and experience in publishing, editing, proofreading, formatting
Experience in and knowledge of event promotion, outreach, messaging and
advocacy
Demonstrated ability to manage communications-oriented tasks or project
streams from design to drafting, feedback and conclusion
Ability to manage and coordinate external contractors and third parties
Multi-media skills, familiarity with web and content management systems and
social media.
Knowledge management and networking skills, preferably in large international
organizations.
Excellent communication, interpersonal skills and networking ability.
Sensitivity towards different cultures
Experience in evaluation, monitoring or results-based management, especially
providing analysis of media coverage, social media engagement, web traffic, etc.

Knowledge of Communication for Development and exposure to humanitariandevelopment issues (desirable).
Fully computer-literate with experience in Word, Excel, PowerPoint, Publisher,
SharePoint, GoDocs, Drupal, Tableau, Adobe suite or equivalent software
packages.
Languages Native-level English fluency. Knowledge of an additional UN language an
advantage
