ph3Summary /h3 pYou will serve as a PHYSICAL SCIENTIST in the Enviromental Business Line of NAVAL FAC ENGR CMD EUROPE SW ASIA Italy.
/p h3Duties /h3 ul liYou will advise scientists and engineers on environmental policies to ensure operations are in compliance with environmental regulations.
/li liYou will conduct environmental quality assessments of programs to determine compliance with mission objectives and set regulations.
/li liYou will confer with other organizations to resolve program concerns.
/li liYou will collaborate with others outside and inside of the organization to resolve technical problems or concerns.
/li /ul h3Requirements /h3 ul liMust be a US Citizen.
/li liMust be determined suitable for federal employment.
/li liMust participate in the direct deposit pay program.
/li liNew employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

/li liThis is an overseas position.
You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI V****: /li liThis position may require travel to places within and outside the contiguous United States which could include remote or isolated sites.
You may be required to travel on military and commercial aircraft for extended periods of time.
/li liIf eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
/li liMust be able to obtain and maintain a U.S. Passport.
/li liMay be required to obtain a VISA dependent on the overseas country's laws/regulations.
/li liYou will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
/li liWithin the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code ****.

/li liYou will be required to obtain and maintain a current valid United States driver's license.

/li liThis position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
You must be certified as a Career Field FACILITIES ENGINEERING Level II.
Certification is required within 24 months of appointment.
/li liThis position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
/li liField visits may require the use of personal type safety equipment such as hard hats, safety shoes, protective eyewear and, on rare occasions, gas monitors and protective clothing.
/li /ul h3Qualifications /h3 pIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.




Specialized experience must demonstrate the following: /p ul liEnsuring command compliance to federal, state, and local environmental planning protection regulations, policies and procedures;
2) Managing environmental projects and programs to support and sustain the commands environmental missions and multi-media environmental compliance on specific functions (i.e. drinking water, wastewater, hazardous material, pollution, air, etc.);
3) Developing alternative processes and procedures for deficiencies identified during environmental inspections; and
4) Assessing the impact of conditions and actions on public safety, ecology, and environment involving matters directly or closely related to public welfare and protection.
;
5) Understanding the organization's financial processes/systems in regard to planning, programming, budgeting and execution of the environmental programs.
Also prepares and justifies EV funded projects as part of the environmental program budget.

/p h3Education /h3 ul liA Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); /li /ul pOR- A combination of education and experience -- education equivalent to one of the majors listed previously which included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
/p h3ICTAP Applicants /h3 pTo be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
ICTAP candidates must provide copies of all of the following documentation at the time of application:
1) agency notice;
2) most recent performance appraisal; and
3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
