Summary You will serve as a INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the UTILITIES and ENERGY MANAGEMENT DIVISION at the PUBLIC WORKS DIRECTORATE of NAVAL FAC ENGR CMD EUROPE SW ASIA Italy.
Responsibilities You will develop and maintain a command cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel.
You will coordinate a variety of security issues with other commands, higher echelons and external organizations to address cybersecurity requirements.
You will evaluate the impact of new laws and guidance on current programs and systems and recommending changes to existing plans and policies to ensure compliance and responsiveness.
You will review IT and control systems programs to assess overall compliance with cybersecurity plans and policies, and alignment with business and mission requirements.
You will ensure that information ownership responsibilities are established for each system.
Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

IT-related experience demonstrating this competency include: Develop and prepare IA documentation for certification and accreditation of Information Technology (IT) systems.; Develop information assurance testing plans, methodologies, and procedures to validate baselines and security postures of IT systems.

IT-related experience demonstrating this competency include: Respond to customer's needs for information and assistance to ensure optimal IT system availability, interoperability, and functionality.
Interface with systems engineers to ensure proper system integration into the enterprise security architecture.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
IT-related experience demonstrating this competency include: Advise system administrators and developers on addressing and resolving deficiencies.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector.
Specialized Experience includes: 1) Operating, integrating and maintaining Industrial Control Systems (ICS), Building Control Systems (BCS), and Advanced Metering Infrastructure (AMI)
using various engineering principles, theories, concepts and standards.
2) Developing and maintaining a Cybersecurity program by providing solutions on hardware and software, Information Assurance, Accreditation and Security practices.
3) Integrating and programming Advanced Metering Infrastructure meters and building control system points.
4) Reviewing, evaluating and implementing new guidance/ laws on current cyber programs and systems.

Physical Demands: Work is primarily sedentary and performed in a typical office setting.
The incumbent will be required to carry and/ or transport equipment or books weighing up to 20 pounds and to stoop and/ or climb to perform site surveys and arrange IT Equipment.
Work Evironment: The work area is adequately lighted, heated and ventilated.
The work environment involves everyday risks or discomforts that require normal saety precautions.
The incumbent's work may require moderte risks or discomforts associated with visiting military installations, sites with limited access, remote areas, and/ or construction sites which may require use of protective gear.
