African Governance Evolution - AGE
Venezia
Agenda 2063, an ambitious agenda for Africa by Africa is under threat. A long-term goal whose ultimate focus is uniting Africa on all fronts and seeing that the continent collectively prospers is under threat. Here are some of the issues threatening the success of both the global and continent goals.
- Insurgence of Unconstitutional Change of Governments. Most African States (except for Monarchs) adopted a democratic Governance system constitutionally. However, Africa has seen the insurgency of unconstitutional change of governments and in some instances, such changes have been welcomed by the Citizens. Such an acceptance indicates that the Citizens may be losing trust in the democratically elected governments. The Consitituive act of the African Union expressly supports the constitutional changes of Government. Hence, Uncostitutional Changes of Government is not only a threat towards Africa’s Agenda 2063 but also a major drawback on the successes that may have been recorded.
- The Breakaway of Some Countries from Regional Economic Groups. Just recently, the ECOWAS shared a memo recognizing the official breakaway of Burkina Faso, Mali and Niger from ECOWAS. The three states saw the military taking over power from civilians and perhaps, it was an ideal that was not supported by ECOWAS and the three states opted to bail out of the regional block citing inefficiencies of the ECOWAS. However, this act is a drawback to Africa Agenda 2063. Regional Economic Communities were formed as a way of slowly integrating Africa. However, if such Regional Blocks are shuttering or experiencing breakaways, what then remains for the continent. Additionally, the African Union has eight recognized Regional Blocks. However, the three countries were forming their grouping of three states, an alliance of the Sahel States, will this alliance be recognized by the African Union, A union that is a proponent of Constitutional Change of Government?
- Persisting Internal Conflicts.
Since the independence of the African Countries, the continent has faced varying inter and intra-conflicts. The Conflicts are a threat to regional integration. The recent activities of the M23 in the DRC are a clear example of the threats that these conflicts pose to the integration of the continent.
- Lack of Commitment by African States. There is a low commitment towards the goals of the continent by individual countries. This is due to different countries having varying problems that demand immediate solutions. Hence, most African States and Leaders are focused on Internal Issues and foregoing the collective goals of the continent.
Advertisement Despite The Challenges, Africa Has Scored Some Success Towards The Unification Of The Continent. However, There Is More To Be Done And The Following Are Some Of The Measures To Be Taken
- African Union to be strengthened. The African Union and all its institutions needs strengthening. The Strengthening needed is one that shall allow the AU to intervene in Individual Countries beyond a mere issuing of statements that condemn certain acts. The AU through its different organs and missions should be able to legally intervene by all means possible, including force where need be in all its Member States.
- Enhancing Education Programs on AU. There is a need to ensure that AU values, goals and programs are taught in all African Schools, starting from primary level. The Ultimate result of this would be increased patriotism towards the African Goals by all Africans.
- Promoting Good and Responsible Governance: The African governance environment should be strengthened to ensure good delivery of public services and avoid the insurgency of social and political conflicts.
