The incumbent is the main interlocutor for Gaza-based stakeholders, partners and operational counterparts, providing leadership, and ensuring that inter-agency coordination systems, information platforms and operational services are established and maintained at all levels. The coordinator ensures relevant information is collected and shared, and that efficient and adequate operations are set up in support of the humanitarian partners inside Gaza, in line with the overall Palestine Logistics Cluster strategy and UN80 reform. /ppThe function entails the direct supervision of Gaza-based Logistics Cluster staff, field-level operational coordination, monitoring, tracking and reporting of Logistics Cluster activities in Gaza, as well as the escalation of operational gaps, risks and bottlenecks requiring national-level support. /ppThe position is based in Gaza, reports directly to Head of Supply Chain and works under the overall strategic direction of the Palestine Logistics Cluster Coordinator and in close coordination with the national Logistics Cluster cell for Palestine, WFP Supply Chain, teams working from the different corridors and entry points, Gaza Field Office teams, other relevant WFP units, inter-cluster coordination group and humanitarian partners. /ppGaza Logistics Cluster response forms an integral part of the overall Palestine Logistics Cluster strategy and aligns with the national Logistics Cluster direction, priorities, Concept of Operations, Standard Operating Procedures, common service approach and agreed operational planning framework. The coordinator is expected to ensure coherence between Gaza-based operations, corridor-level planning and the broader in-country logistics reform agenda, including the field-level implementation of common logistics services and where relevant under the UN80 framework. /ppGaps and Needs Assessment, Planning and Implementation /pulliWorking across agencies and organizations, lead a continuous identification and assessment of logistics capacities, gaps and bottlenecks. /liliJoin inter-agency needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible in any given emergency context. /liliSupport the continuous monitoring and analysis of the status of entry points from the different corridors to Gaza, logistics provider and supplier's markets disruptions ensuring that up-to-date information guides logistics planning and response efforts. /liliSupport the development of an overall engagement strategy,



based on the common gaps and needs identified and update it regularly according to evolving needs. /liliEnsure that Gaza-level planning is linked to national Cluster priorities, corridor-level capacity, available resources, funding constraints and common gaps and needs of humanitarian community. /li /ulpEffective Inter-Agency Leadership and Coordination /pulliProvide leadership by organizing and chairing regular Logistics Coordination meetings to coordinate the continuous identification and prioritisation of logistics needs, as well as technical solutions adequate to overcome bottlenecks and ensure delivery of humanitarian aid/relief. /liliEnsure coordination with relevant authorities, Red Crescent Societies, inter-cluster coordination group, UN agencies, national and international NGOs and other relevant stakeholders, and participation in key coordination forums on behalf of humanitarian community and facilitate continuous operations, aligning with a wider UN80 reform direction. /liliRepresent and escalate Gaza field-level logistics constraints, risks, partner needs and operational priorities in national Cluster discussions, and ensure that partner feedback from Gaza is systematically reflected in Palestine-wide planning and decision-making. /li /ulpInformation Management Advocacy /pulliEnsure the collection, analysis and dissemination of relevant logistics information (including - but not limited to - capacity mapping, risk and gap analysis). /liliContribute to strengthening early warning capacity and provide inputs for any relevant operational planning and analyse trends of supply chain risk using tools. /liliEstablish and maintain regular communication, coordination, information sharing and advocacy with all relevant internal and external stakeholders. /liliTogether with humanitarian community and inter-cluster forums, identify core advocacy concerns for operations and contribute key messages to any broader advocacy initiatives. /liliEnsure timely operational reporting on Gaza Logistics Cluster activities, including partner needs, service delivery, constraints, cargo movements, bottlenecks, risks and required management action. /liliEnsure services and cargo are properly tracked, and that operational information is shared with partners and other relevant stakeholders as required. /li /ulpPreparedness and Capacity Building /pulliActively contribute to regular training and workshops as required, in line with building capacity of all stakeholders.
