BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This role is within the Anti-Fraud Anti-Corruption (AFAC) unit Risk Management Division (RMD).
The management side AFAC unit leads organizational strengthening efforts in this area. The purpose of the unit is to build maturity and capacity in the first and second lines of defence on fraud prevention, detection and risk management, with a view to ensuring that WFP resources reach the people that the organization serves. It also coordinates and aligns efforts of the first, second and third line towards their common objective to prevent, detect and deter fraud.
The AFAC unit aims to guide management led AFAC maturity-building efforts and to position the organization for continuous improvement on AFAC matters.
Under the direct supervision of the head of AFAC unit, the incumbent will provide support in development of tools and guidance to address gaps and priority needs identified in AFAC matters across the organization. The incumbent will also support mainstreaming of enhanced guidance, reporting, and tools and address common questions and knowledge gaps and will be involved in the negotiations of AFAC-related clauses in donor and supply agreements.
KEY ACCOUNTABILITIES (Within delegated authority; not exhaustive)
- Strategic and Technical Support Promote the implementation and consistent application of the 2021 AFAC Policy across WFP operations. Contribute to the development, review, and updating of AFAC policies, guidance, procedures, and tools to strengthen fraud risk management. Provide expert advice and technical support to HQ, Regional Offices, and Country Offices on AFAC-related matters. Support coordinated efforts with Management, the Office of Inspector General (OIG), and the Ethics Office to strengthen counter-fraud capacity across the First and Second Lines.
- Fraud Risk Identification and Assessment Facilitate and support fraud risk assessments to proactively identify vulnerabilities and recommend mitigation measures. Strengthen the identification and documentation of fraud risks within risk registers, ensuring alignment with enterprise risk management standards.
- Fraud Prevention, Detection, and Monitoring Identify and escalate control gaps and support management in implementing corrective actions. Analyze fraud indicators and trends, providing timely intelligence on emerging risks. Support the development of fraud intelligence capabilities, including maintaining databases and leveraging internal and external case studies to inform institutional learning. Work with COs and functional units to develop and enhance fraud risk metrics, monitoring frameworks, and reporting protocols. Strengthen standards and processes for fraud-related reporting, including incidents, indicators, thresholds, and alerts.
- AFAC Integration and Capacity Building Contribute to the design and implementation of AFAC communication and awareness initiatives, including corporate campaigns (e.g., Fraud Awareness Week). Assess training needs and support the development and delivery of AFAC training and awareness sessions. Support the integration of AFAC standards into operational processes through improved metrics, dashboards, and reporting tools.
- Fraud Response and Control Remediation Provide surge support to HQ, RBx, and COs on control remediation following identified fraud incidents. Support root cause analysis and the identification of control enhancements to prevent recurrence.
- Agreements and External Engagement Review and track the inclusion of AFAC clauses in donor and vendor agreements, ensuring alignment with corporate guidelines. Maintain a centralized record of negotiations and outcomes related to AFAC clauses in contractual arrangements.
- Additional Responsibilities Perform other related duties as required. Undertake duty travel to field operations, as necessary.
DELIVERABLES (END OF CONTRACT)
I. Policy, Guidance, and Tools Contributions to the development and strengthening of AFAC processes, tools, and guidance. Updated AFAC guidance materials, including: o Fraud risk assessment guidance o AFAC knowledge/collections pages o Key fraud risk metrics and indicators
II. Fraud Risk Management Support Delivery and documentation of fraud risk assessments across prioritized offices/operations. Strengthened fraud monitoring frameworks, including metrics and reporting protocols.
III.
Training and Awareness Delivery of AFAC training sessions based on identified needs and requests. Support to the implementation of the AFAC communications plan (including corporate awareness initiatives).
IV. Advisory and Incident Support Provision of timely, high-quality technical advice on AFAC matters. Documented support to control remediation efforts following fraud incidents.
V. Agreements and Compliance Systematic review and tracking of AFAC clauses in donor and vendor agreements, with documented outcomes.
