This includes enhancing preparedness, early warning, and coordinated response mechanisms to address emerging operational, security, health and environmental risks impacting personnel. The Duty of Care function is coordinated by Jelena Milosevic, Director, Change Management and Duty of Care Coordinator, appointed at corporate level to lead the development and operationalization of the organization’s Duty of Care framework. Within this context, the consultant will provide senior-level coordination and operational leadership to support the development of the Duty of Care toolkit,



its implementation in Country Offices and the streamlining and coordination of Country Office requests for Augmented Duty of Care to enable a coherent response. The role will strengthen early warning and risk analysis capabilities, support preparedness and coordinated response to operational urgencies, and ensure structured engagement between Global Headquarters and County Offices. It will also contribute to consolidating cross-functional efforts into a consistent Duty of Care operational model aligned with organizational priorities and operational realities. In this context, the role is required to support the urgent activation of Duty of Care measures in response to the BVD Ebola crisis. /p /brh3ACCOUNTABILITIES/ RESPONSIBILITIES: /h3 /brol /brliDoC Toolkit: Develop and facilitate implementation throughout GHQ and County Offices. /li /brliAugmented DoC: coordinate requests and responses to Augmented DoC. /li /brliCross-functional DoC coordination: Lead and align DoC implementation across Country Offices, ensuring a coherent and integrated approach across GHQ and field operations. /li /brliRisk analysis and early warning: Oversee monitoring, forecasting and prioritization of risks affecting personnel, providing timely insights to support informed decision-making. /li /brliCrisis coordination and response: Lead coordination of actions during operational urgencies, ensuring effective information flow, follow-up, and accountability across stakeholders. /li /brliGovernance, oversight and delivery: Guide DoC secretariat functions, supervise junior roles, and ensure high-quality delivery of initiatives, outputs and senior management support materials. /li /brliBVD Ebola crisis response: Support the urgent activation of DoC mechanisms in response to the BVD Ebola crisis, including facilitating rapid information flow and ensuring compliance with corporate protocols.br/DELIVERABLES AT THE END OF THE CONTRACT:br/DoC Toolkit: development and implementation.br/Duty of Care risk insights: Consolidated early warning, risk monitoring, and analytical outputs to inform decision-making. /li /br /ol /brul /brliCrisis coordination outputs: Briefings, tracking tools, and updates supporting timely and coherent response to operational urgencies. Integrated deliverables ensuring alignment across WM functions and oversight of DoC secretariat outputs. /li /brliSenior management support materials: High-level updates, briefings, and decision-support inputs for leadership. /li /brliBVD Ebola crisis: support response activation. /li /br /ul /brh3QUALIFICATIONS EXPERIENCE REQUIRED: /h3 /brpEducation: University degree in Business Administration, International Relations, Social Sciences, Public Health, Risk Management, or a related field.



/p /brpExperience: Between 5 and 10 years of progressively responsible experience in operations, emergency coordination, project management or related areas with 6+ years in the UN system, NGOs or INGOs is desirable. Demonstrated experience in crisis coordination, early warning systems, or operational support in complex environments.
