ph3Summary /h3 pThis position is assigned to the Non-Appropriated Fund Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); US NAS Sigonella, Italy /p pIncumbent serves as a Sport Program Manager. /p h3Duties /h3 pMajor duties include, but are not limited to: /p ul liAssists in planning and implementing a comprehensive sports program for active and retired military, authorized civilians, contractors, and dependents. Program includes self-directed recreational sports, and intramural and/or extramural recreational sports. /li liInspects and maintains multiple indoor and outdoor athletic facilities, equipment, and supplies used for athletic activities, events and programs. /li liPlans, organizes and conducts sports specific conditioning sessions, clinics, or seminars to train patrons. /li liEnsures the installation's recreational sports program is diverse and inclusive, in an effort to accommodate various patrons and levels of competition. /li liDevelops and revises program events, tournaments and leagues to provide an inclusive program. /li liCreates an environment that educates and promotes sportsmanship and participation in recreational activities, in addition to providing a program in which risks are minimized. /li liDevelops and revises intramural sports rules to ensure they remain current with new governing body rules, rule applications and officiating mechanics. /li liOfficiates or keeps score for offered athletic programs. /li liMakes and/or coordinates repairs of athletic equipment. /li liServes as the subject matter expert on recreational sports for the installation. /li /ul h3Program Management and Administration (includes but not limited to) /h3 ul liPlans and coordinates the details of recurring and non-recurring activities, special events and joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of Morale, Welfare and Recreation (MWR) program development. /li liAssists the Fitness Program Director in periodically updating the departmental strategic plan and reports. /li liAssists in projecting income derived from fees and charges. Monitors inventories, cost controls, patron counts and maintains related records and reports. /li liSeeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention. /li liCoordinates program efforts with other Fitness Division team members. /li liWorks closely with other MWR departmental personnel in regards to scheduling, supervision, and facility guidelines. /li liIdentifies installation and MWR target groups with whom special programs may be co-sponsored. /li liAssists in developing and maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g., preparing and distributing flyers, press releases, brochures, etc.). /li liArranges for equipment, supplies and services needed to accomplish scheduled programs and makes recommendations for improvements. /li liEnsures programs, operations, and use of equipment are conducted within all prescribed sanitation, and health and safety regulations, standards, and guidelines. /li liAssists in implementing an effective written safety/risk management plan and procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel. /li liConducts regular safety inspections of the facilities, and reports concerns to the immediate supervisor.
/li liPrepares training manuals/material, operating manuals, and conducts staff meetings and training. /li liSchedules recreation facilities and supervises condition of facilities. /li liProvides clerical support, program registration, answers telephones, and maintains correspondence with other divisions or agencies; responds to public inquiries about the facility. /li liAssists with reservations, contracts, and access list for various fitness, sports, and aquatics facilities. /li /ul h3Supervisory duties (include but are not limited to) /h3 ul liDirects work to be accomplished by staff. /li liAssigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. /li liConducts annual performance reviews of staff. /li liParticipates in section staffing decisions. /li liEnsures staff receives proper training to fulfill requirements of their positions. /li liAddresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. /li liSupports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable. /li liDirectly supervises assigned staff. /li /ul h3Requirements /h3 pHelp /p h3Conditions of employment /h3 ul liWork is performed both indoors and outdoor and it requires standing, walking, bending, kneeling, lifting objects up to 45 pounds and a considerable physical exertion. /li liIncumbent is subject to work an uncommon tour of duty to meet program requirements including days, nights, weekends, and holidays. Work schedule is subject to change. /li liOccasional travel of less than 10% may be required. /li liMust have or be able to obtain and maintain a valid state driver's license. /li liCandidates must be in possession of No-Fee Passport (containing VISA and Statement), Sponsor's Permanent Change of Station (PCS) Orders, including page 2 if necessary, or Command-Sponsorship authorization, and Sojourner's Permit/Application Letter. /li liMay be subject to a pre-employment physical examination. /li liIncumbent must possess or be able to obtain the following within 90 days of hire: Blood-borne Pathogen Certification, CPR, First Aid, and AED certification /li liMust satisfactorily complete a background investigation. /li /ul h3Qualifications /h3 pOne (1) year of specialized experience in fitness/sports equivalent to NF-3/GS-7 level /p pOR /p pa Master's/equivalent graduate degree/2 full years of progressively higher-level graduate education leading to such a degree with major study in Fitness or Sports Administration (or related field) /p h3Specialized Experience is experience that equipped the applicant with the particular knowledge, skills and abilities (KSA) to perform successfully the duties of the position. /h3 h3Resumes must include information which demonstrates experience and knowledge, skills, and abilities as they relate to this position. /h3 h3Applicants are encouraged to be clear and specific when describing their experience level and KSAs.
/h3 h3KSA's /h3 pKnowledge that enables the employee to competently and independently carry out sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. /p pKnowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. /p pKnowledge of both non-appropriated Fund (NAF) and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. /p pKnowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. /p pKnowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports. /p pKnowledge of the governing body rules for offered athletic events. /p pSkill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. /p pAbility to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. /p pAbility to perform the full range of supervisory duties. /p pAbility to develop and effectively deliver presentations and/or training. /p pAbility to communicate effectively both orally and in writing. /p pEducation /p pIf you wish to use education as a substitution for experience, or a combination of education and experience, a copy of college transcripts, certificates or other acceptable evidence must be submitted when applying to receive credit. /p h3Additional information /h3 pExecutive Order 12564 requires a Federal workplace free of illegal drugs.
