TERMS OF REFERENCE FOR SHORT-TERM/CONSULTANCY CONTRACTS JOB TITLE/GRADE: User Engagement Specialist (B&P;) / CST Level I

TYPE OF CONTRACT: REG CSLT (Rome-based)

UNIT/DIVISION: PQB

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As of January 2026, based on the approved organisational structure under the AED Operations, the Programme Cycle Quality and Budget Service (PQB) at WFP is a new, unified service enabling coherent, high-quality, risk-informed CSP implementation across the full programme and budget cycle with a focus on:

- Better linkage between programme choices and financial realities to optimize and prioritize resource usage and manage risks.
- CO support for budgeting and implementation (CPN, IPs, COMPs, Pipeline/NFR) from review to approval, including with respect to linked business processes, systems, and standards.
- Predictable support for both CSP budgets/grant lifecycle processes (BRs, closure, transfers, adv. repayments) and corporate budget decisions. A portion of the 2026-2028 CCI will involve and transform some of the activities that PQB units oversee as well as CO operations they directly support, under the CCI business case named ‘Improved

Programme Budget Planning and Funds Management Tools & Systems,’ which includes various key components under the umbrella CCI initiative dubbed ‘End-to-End Monitoring Future-Ready Strategy’.

This role – located in GHQ Rome or GHQ location with proximity to both Rome and field user communities to enhance field engagement under the CCI project - will work closely with the Project

Manager, other project roles and operational teams, to support user‑centred, data‑driven, process and system improvements across the project by gathering and prioritising feedback, validating processes and solutions, driving change and integration activities and coordinating communication and engagement with users and stakeholders alike. This role will report directly to PQB’s CCI

Project Manager as 1st level Supervisor, and to the Director, PQB as 2nd level Supervisor, taking on the following duties.

ACCOUNTABILITIES/RESPONSIBILITIES

1.



User Advocacy & Support: Capture feedback, troubleshoot issues, and support improvements to user experiences and products alike, co-managing communication channels with end users in the field. Proactively contribute to risk identification and mitigation/response plans on behalf of users. Gather and develop new ideas to solve complex CSP resource analyses and budgetary performance reviews.

2. Process and Systems Optimization: Advocate for, collect and help develop requirements from field, service and unit counterparts with an aim to drive efficiencies, reduce the burden on field staff and propel advanced, data-driven decision-making, automation options that simplify user journeys and continuous, end‑to‑end process and systems optimization, driving decision making.
3. Contribute to the definition of evidence-based business cases. Use objective problem analysis and judgement to understand how interrelated elements coexist within an overall process or system, and to consider with end-user's how altering one element can impact other parts of the system.
4. Solution Validation and User Acceptance: Ensure that solutions respond to field and unit-level needs, based on organizational priorities and mandate. Drive user adoption, retention, and satisfaction by proactively championing change, co-testing solutions and acting as a liaison between users and the product, using data-driven insights to enhance user engagement.

Testing can take various forms: End User Acceptance, System Pilots, Training, etc.

5. Data Analysis & Monitoring: Co-extract statistics for inclusion in business cases, requirements documents and other project documentation. Support and contribute to trend analyses for evidence generation, prioritisation and decision-making purposes.

Review and monitor data quality in preparation

for integrity tests, data migration or other validations. Maintain requirements and benefits traceability matrices and contribute to KPI monitoring and reporting.

- Knowledge Management & Communication: Research and help turn information into useful knowledge/content, or responses to stated needs. Contribute to developing tailored content and materials for end-user training, outreach efforts, stakeholder engagement opportunities, knowledge management including concept notes, pitch decks, and strategic presentations, working with other units as required. Support the development of tailored content across e-mail, Teams, Sharepoint, and other channels.
- Coordination and Infosharing: Support engagement initiatives with the end-user community and provide regular project updates/feedback on their queries.

Keep the Project Manager and Workstream Leads apprised of issues requiring management decision and/or capacity and delivery timeline challenges. As necessary, liaise with other WFP initiatives to synchronize activities and keep abreast of eventual impacts on PQB’s CCI initiatives.

- Other: Actively participate in relevant Workstreams and working groups within PQB’s CCI org structure. Manage multiple competing demands and perform any other relevant duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

- Validated business, functional and technical requirements collected from field, service and unit stakeholders for assigned processes, tools and/or user groups.
- Report or register identifying inefficiencies, optimisation opportunities, and recommended actions (process redesign, automation, workflow/system enhancements, etc.).
- Collated statistics/data on expected impacts and benefits of new processes and/or tools (staff effort, data quality, service delivery, etc.), as well as feeding into the project’s KPIs.
- Testing documentation including test scenarios, testing/piloting results, confirmed acceptance criteria aligned with end-user needs,



validation feedback logs and other useful supporting information user needs
- Change Readiness overview containing implementation readiness assessment considering resources, dependencies, stakeholder engagement recommendations and training implications/timelines/needs.
- Handover/exit report at end of assignment.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Business Administration, Statistics, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and professional certifications.

Essential requirements

- Extensive knowledge of Budget & Programming workflows, including resource analysis, implementation processes, pipeline management, and budgetary performance monitoring.
- Strong technical knowledge of resource or supply/demand pipeline tracking tools.
- Demonstrated collaborative work with cross-functional stakeholders.
- Proven ability and/or experience in financial analyses, dashboards, and management reports, as well as various tools and systems, including Enterprise Resource Planning (ERP) systems.
- Knowledge and/or experience in reviewing business processes/requirements and/or revisions thereto.

Languages: Fluency in English required; working knowledge of Arabic and/or French is an asset.
