JOB TITLE: Risk and Compliance Associate Social Issues & Advocacy TYPE OF CONTRACT/LEVEL: Service Contract-SC 6 Report to the Country Director with functional support and oversight from the Risk Management Division. Assist with risk management activities; support the application of controls and compliance with policies and procedures and to the overall effectiveness of operations and optimization of WFP resources. Assist with embedding risk management in planning and decision-making across the office and regular updating of risk registers, including progress towards implementing the risk mitigation actions.
Support the collection of feedback and data on risk performance and perform initial research to identify potential new approaches for improvement. Support risk assessments at the country and field level to identify and evaluate risks and internal controls; assist in drafting related mitigation actions and preparing risk information for reporting.
Liaise with functional experts to identify trends and emerging issues to support drafting specific checklists in conformity with WFP policies and rules on periodic risk and/or control assessments.
Use available risk management tools to compile findings from the annual Executive Director Assurance Exercise survey, oversight into missions and evaluations for review and analysis of risk data to support the drafting of the risk management sections in country strategic plans and the Annual Country Report. Gather information on training needs to support the delivery of training programmes or information sessions for colleagues and partners to enhance understanding of WFP's risk management lifecycle and compliance with WFP policies, rules, regulations and procedures. Using the Three Lines Model, assist First Line colleagues in drafting specific sections of Standard Operating Procedures (SOP) for managing the risk and accountability process.
This includes criteria for conducting risk and accountability missions, training materials and modules, etc., to minimize risk to WFP operations. Support with the collection and review of specific inputs for the completion of the annual Executive Director's Assurance Exercise survey. Assist managers to prepare and plan for Internal Audit and External Audit by supporting with the collection of essential documents, organization of meetings and tracking of recommendations. This includes assisting managers in their fact-finding reviews and fraud risk assessments by collecting and performing preliminary analysis of data on fraud incidents, fraud risk metrics, and fraud risk appetite, and supporting training in AFAC standards.
Other duties as required including potentially serving as Business Continuity Management (BCM) and Organizational Conflicts of Interest (OCI) focal point (e.g., DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has contributed to risk management activities and participated in risk analysis and risk mitigation initiatives. Has conducted monitoring and reporting activities, has knowledge of results hierarchy, performance metrics and measurement. Has participated in conversations with other units on impact, timing or planning initiatives.
A post-secondary certificate in the related functional area. University degree is desirable.
Experience: Minimum 6 years of relevant experience in risk management, audit, monitoring and/or related fields, with a background and interest in international humanitarian development.
Language: Fluency in Arabic and English (level C) languages.
