Financial Expert - Interreg NEXT MED 2021-2027 Programme
The selected candidate will become part of the Joint Secretariat (JS), the structure that supports the Managing Authority in the Programme's technical and financial supervision, assists beneficiaries, and monitors projects funded by the European Union.
Location: The position is mainly from remote, with the flexibility to attend office in Cagliari when requested.
Requirements
Master's degree or equivalent university qualification in Economics, Finance, Business Administration, or related fields.
At least 4 years of proven professional experience in the financial management of international cooperation programmes and/or projects, or programmes/projects funded by the European Union.
Experience in financial planning and accounting management.
Experience in financial monitoring and reporting of programmes and projects.
Good knowledge of EU legislation, administrative procedures, and financial instruments.
Excellent written and spoken command of either English or French (minimum C1 level).
Good written and spoken command of a second language (English or French, minimum B2 level).
Experience working in multidisciplinary, international, and multicultural teams.
Excellent interpersonal, communication, and problem-solving skills.
Availability for frequent national and international travel.
Role-specific requirements
Drafting financial documentation related to calls for proposals and grant agreements.
Providing support to beneficiaries and auditors on project financial matters.
Knowledge and application of rules concerning expenditure eligibility, public procurement, and State aid.
Supporting financial reporting and the preparation of financial reports.
Ability to develop manuals, guidelines, and tools for project financial management.
Experience in reviewing project budgets and conducting financial negotiations.
Ability to assess contract amendment requests from a financial perspective.
Experience in monitoring audits, financial controls, and verification activities.
Preferred qualifications
Knowledge of Arabic at a minimum B2 level.
At least 6 months of experience in technical assistance activities or in the management of cooperation programmes/projects funded under ENPI CBC MED 2007-2013 and/or ENI CBC MED 2014-2020.
At least 6 months of professional experience gained in one or more Mediterranean partner countries outside the European Union.
University Master's degree and/or advanced training programmes relevant to the professional profile.
Tasks
The selected candidate will contribute to the financial management of the Interreg NEXT MED Programme and its funded projects, supporting the Managing Authority and the Joint Secretariat in monitoring, reporting, and financial control activities.
Specifically, the successful candidate will be involved in the following activities:
Drafting financial documentation related to calls for proposals,
grant agreements, and related annexes.
Providing support to beneficiaries and auditors on project financial matters.
Assisting with financial reporting and the verification of expenditure eligibility.
Analysing project budgets and supporting the financial negotiation of grant agreements.
Preparing financial reports, statistics, and documentation supporting Programme activities.
Developing manuals, guidelines, and tools for project financial management.
Assessing contract amendment requests from a financial perspective.
Monitoring audits, financial checks, and controls on funded projects.
Supporting capacity‑building activities for beneficiaries and auditors.
Contributing to the preparation of documentation required by the European Commission and the Programme’s governing bodies.
The selected candidate will join the Joint Secretariat of the Interreg NEXT MED Programme, a multidisciplinary team composed of project management and monitoring experts, financial experts, IT specialists, communication professionals, and knowledge‑capitalisation experts supporting the Managing Authority in the implementation of the Euro‑Mediterranean cooperation programme.
