About the Communications and Media Roster CST II The Communications and Media Roster is designed to create a pool of qualified communications professionals who may be considered for future Consultancy Level II (CST II) opportunities across WFP.

The roster brings together eligible current and former WFP communications professionals with relevant expertise and experience, facilitating the timely identification of qualified candidates for communications assignments at Global Headquarters and Country Office level.

Who is eligible to apply?

You may be eligible to apply if you are currently working, or have previously worked*, with WFP in a communications role under one of the following contractual modalities, either at Global Headquarters or in a Country Office:

- Locally or Internationally Recruited Consultants, including When Actually Employed (WAE) consultants.

- Special Service Agreement (SSA)

- Service Contract (SC)

- Limited Fixed-Term (LFT)

- Short-Term Professional (STP)

- General Service (GS)

- National Professional Officer (NPO)

*Former holders of the above contract modalities who were affected by the organizational pause from January 2024 onwards are eligible to apply.

In addition, applicants must:

- Have at least 5 years of relevant professional experience in a communications role.

- Meet the minimum qualifications and experience requirements for Consultancy Level II positions.

Terms of Reference

Title: Communications Consultant

Contract Type: CST II Consultant

Duty Station: Global HQ / Country Office

Duration: Variable depending on assignment requirements, for periods of up to 11 months. Candidates included in the roster may be considered for multiple assignments during the valid period of the roster.

Reporting Line: Variable depending on role – Global HQ or CO Lead

Background To ensure WFP has access to relevant communications expertise required to support evolving priorities and needs across global headquarters and country operations, a roster of communications professionals is being maintained representing key communication disciplines. The consultant develops and delivers high-quality communications services and activities that support WFP's priorities, strengthen organizational visibility and positioning, and connects audiences with WFP's work and impact.

Accountabilities / Responsibilities (not all-inclusive)

Depending on the specific assignment, the consultant will be expected to perform a selection of the following responsibilities. These will vary according to the requirements of each assignment and may include, but are not limited to:

- Manage media outreach, spokesperson engagement; strategic media placement to amplify WFP priorities; draft media messages, holding lines and press-releases; support emergency communications.

- Provide reputation risk and crisis management support.

- Monitor information environment for emerging narratives, including misinformation and disinformation trends by applying predictive narrative analysis to inform communications planning and response.

- Manage digital and social media content; channels and audience engagement to strengthen WFP's digital presence and amplify organizational priorities across social media platforms.

- Develop and manage website content and storytelling, digital publishing and platform optimization to improve the visibility, discoverability and user experience of WFP's web presence.

- Produce, curate and manage high-quality visual and multimedia content through graphic design; photo and video production and editing.

- Support brand positioning, including guidance on WFP's visual identity, voice and tone, narrative frameworks and branded assets to ensure consistent and distinctive communication across audiences and channels.

- Undertake strategic communications planning and integrated campaign implementation support in line with COM priorities.

- Manage Goodwill Ambassador, celebrity and influencer engagement activities, including briefings, activations, content development and coordination.

- Develop and implement internal communications, leadership communications and employee engagement initiatives that strengthen trust, pride and clarity across WFP through timely, transparent and engaging communication.

- Design, build and implement digital and AI-enabled tools to optimize communications programmes, content development and performance analysis.

- Coordinate with relevant focal points across functions and country operations to ensure communications are tailored to audience needs, sensitivities and contexts.

- Undertake any other duties as may be assigned to you.





Qualifications and Experience Required

Education: Bachelor’s degree in marketing, business studies, communications or public relations or journalism.

Experience: Minimum 5 years of relevant professional experience in journalism, media, marketing communications or any other related fields.

Knowledge and skills/ Functional Competencies:

- Deep technical expertise of the Communications function.

- Strong understanding of how the Communications function works within WFP.

- Ability to operate independently with limited supervision.

- Ability to work collaboratively across GHQ teams, Global offices and Country Offices.

- Strategic judgement and advisory capacity.

- Flexibility to apply expertise across different communications specializations.
