Summary The primary purpose of this position is: to serve as the Operations Manager for the club complex responsible for overseeing club operations and performing duties as an assistant manager.

Responsibilities Assists in planning, organizing, and directing the activities of the club complex, ensuring the activities comply with legal and regulatory requirements and meet customer needs.

Provides insight for development of goals and objectives that integrate organization and squadron objectives.

Researches, interprets, analyzes, and applies Air Force and Command guidance.

Helps establish policies and procedures for accomplishment of a wide range of club programs.

Exercises supervisory personnel management responsibilities.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.

Structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Provides advice and assistance to subordinates on work and administrative matters.

Analyzes, appraises, and provides input to the financial aspects of the operation on a day-to-day basis to ensure that financial standards and goals are met.

Analyzes financial statements, prepares budgets, compares costs to income, and adjusts prices for services and goods to ensure an overall solid financial condition for the club complex Represents the club complex with a variety of installation and functional area organizations.

Assists the Club Manager in providing the membership a program of quality service and facilities.

Discharges security, safety, health and sanitation responsibilities.

Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience in the operation and management of a military or civilian club (social or commercial), restaurant, or hotel that involved the management of restaurant facilities or other food service establishment.

This experience must have included responsibility or supervision over various phases of operations such as uniform accounting and supply procedures, planning and programming of club activities, and sanitation procedures.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes Knowledge of the concepts, principles, and methodology concerning the business operations of AF Clubs sufficient to independently carry out conventional work assignments involved in oversight of a variety of food, beverage, and entertainment programs, identifying and resolving deficiencies,



and coordinating with other activities to ensure efficient operations and management of facilities.

OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education as described above.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used policies, procedures, methods, and publicity techniques of club operations to evaluate strengths or weaknesses and develop/revise programs to meet legal and regulatory requirements and promote patronage.

Knowledge of the requirements, techniques, procedures, and practices of generally accepted facility and resource management principles, standards, and techniques.

Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.

Knowledge of budgetary requirements, internal controls, and resale and inventory principles to analyze and evaluate financial information.

Knowledge of market surveys and marketing techniques to determine membership desires and satisfaction with club activities.

Ability to plan, organize, and direct the functions of the club complex and mentor, motivate, and appraise the staff of the organization.

TEMPO PARZIALE OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies,



knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.

An accrediting institution recognized by the U.S. Department of Education must accredit education.
