The Emergency Specialist (Anticipatory Action) reports to the Emergency Specialist (Anticipatory Action Lead) and co‑supervises by the Chief of Innovative Finance for Children (IF4C) and Senior Climate Adviser. The role is responsible for leading the management and implementation of UNICEF’s insurance‑backed anticipatory action programme, providing technical, operational, and coordination support to ensure effective programme delivery.

4. Monitoring, Learning, Reporting and Knowledge Management
5. Contribution to UNICEF Broader Anticipatory Action and Disaster Risk Finance (DRF) Workstreams
Minimum Requirements
- Education: Master or equivalent (Advanced University Degree) in international development, disaster risk management, humanitarian affairs, economics, public policy, or a related field.
- Work Experience: Minimum 5 years of relevant professional experience in humanitarian action, anticipatory action,



disaster risk management, disaster risk finance or related fields.
- Experience in programme coordination and multi‑stakeholder engagement; demonstrated exposure to risk analysis, trigger development, or early warning systems.
- Experience supporting country offices and programme implementation.
- Experience in monitoring, reporting, and knowledge management.
- Experience in budget tracking or financial monitoring.
- Language Requirements: Fluency in English.

Desirables
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish).
- Familiarity with innovative financing mechanisms or data‑driven approaches.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
