The Office of Strategy, Programme and Budget (OSP)
advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, risk management internal control; coordinates the preparation of the Organization's strategic, programme and budget plans; and manages allocation of resources, and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results. The post is located in the Office of Strategy, Programme and Budget (OSP) at FAO headquarters in Rome, Italy. **Reporting Lines**
The Strategy and Planning Officer (Automation of Cost Recoveries) reports to a Senior Strategy and Planning Officer under the overall guidance of the Director, OSP. **Technical Focus** Automation of cost recoveries as a corporate efficiency savings measure. **Key Results** Successful implementation of an automated cost recovery system, resulting in a streamlined, cost-efficient process. **Key Functions**
- Manages the business coordination of FAO's Direct Support Costs (DSC), Direct Operational Costs (DOC) and Improved Cost Recovery Uplift (ICRU) automation initiative for centrally provided financial services.
- Leads the discussions with FAO Divisions/Offices/Centres and prepares presentations on DSC,
DOC and ICRU automation using the payroll functionalities.
- Explores possibilities for further rationalizing and simplifying the algorithms for calculating DSC, involving relevant units;
- Provides validation and acceptance of automation solutions as well as the relevant training to targeted audiences, and coordinates operational and reporting support, in relation to the automation solution.
- Performs analyses associated with the automation solution.

- Advanced university degree in business or public administration, finance, economics, development economics, international development or related fields.
- Seven years of relevant experience in planning, monitoring and evaluation, financial analysis or business administration.
- Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish). **Competencies**
