QUALITY ASSURANCE SPECIALIST Livorno, Italy Ausschreibungsbereich

NOTE: This is a trainee position, target UA-02. Position may be filled at the UA-05, UA-03 or UA-02 grade level. If position is filled at the UA-05 or UA-03 grade level, incumbent may be promoted non-competitively to the next higher grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.

Hauptaufgaben

Incumbent conducts product/process audits, system evaluations, and procedures reviews IAW annual schedule and ISO 9001-2008 Quality Management System or special request to determine the degree of effectiveness of specific portions of AFSBn-A's the depot Quality Assurance Program relating to maintenance, generai depot quality assurance program relating to maintenance, generai technical requirements pertaining to systems/processes being evaluated and assesses compliance. Documents results of review, briefs the Commander/Deputy to the Commander and other ali involved management personnel of findings, develops recommendations for process improvements/ corrective actions, and assesses the adequacy of corrective actions taken. Assists in collecting failure analysis data and conducting failure analysis of major components and end items. Reviews, approves, and maintains reports of nonconforming materie! detected in maintenance operations. Forwards non-conforming materie! reports to the appropriate Life Cycle Management Command/ Program Management Office MSC and the Defense Logistics Agency Item Managers. Reviews contract solicitations prior to contract offer to assure all technical data and quality provisions are included. Reviews contract awards to assure contractors is capable of performing work specified in contract. Reviews DARCOM Form 211 O to assure items requested for purchase are not available through NICP. Serves as technical specialist for all aspects of AFSBn-A QAP Quality Assurance programs, functions and responsibilities associated with maintenance and generai supply, and ammunition areas and supporting organizations. Develops and implements techniques for systematic investigation, analysis and evaluation of facts,



including a review of factors that may have a bearing on effective quality programs management and on the quality of the product. Analyzes data from multiple sources as a basis for initiating changes and/or improvements. Determines methods and procedures to be employed when situations are presented which are not covered by specific guides. Prepares reports as required. Facilitates significant quality and process improvement activities using Lean Six Sigma and various Continuous Process lmprovement strategies throughout AFSBn-A industriai work environment. Oversees one or more of the following Programs: points of contact: Customer Complaint Coordinator, Army Oil Analysis Program Coordinator, Safety of Use Messages and other messages, Quality Deficiency Reports Coordinator, MWO Coordinator, lnformation Management Officer, lnspection/verification Stamp Monitor, and for other special assignments. Verifies/certifies demilitarization of items as required prior to shipment to Defense Logistics Agency's Disposition Services DRMO. Verifies/certifies application of equipment modifications as requested by PM. MSC/Project Manager. Ensure personnel comply with the maintenance and upkeep requirements as outlined during New Equipment Fielding/New Equipment Training sessions given by PM fielding teams. Attends staff conferences in representation of the Quality Assurance Oivision and represents QAO regarding audit and evaluation findings, recommendations, and adequacy of corrective action. Participates in policy development and decision type situations pertaining to materie! readiness, adequacy of process controls, and development/ implementation of new or revised methods of process controls.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 07.00 to 16.00, including a 1-hour uncompensated lunch break.

Qualifikationsanforderungen

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S. Office of Personnel Management, as summarized below.
EXPERIENCE:
At the UA-05 grade level, applicants must have a minimum of 3 years of General Experience equivalent to at least the UA-06 grade level.
General Experience is progressively responsible clerical,



office or other work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
At the UA-02 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-05 grade level: Diploma di Laurea Triennale or Diploma Universitario in any field.
At the UA-03 grade level: Diploma di Laurea Triennale plus 60 CFU towards a Diploma di Laurea Magistrale/Specialistica, or Diploma di Master universitario di primo livello, education must be directly related to the occupation.
At the UA-02 grade level: Diploma di Laurea specialistica/magistrale, education must be directly related to the occupation.
