UNICEF’s mandate is to promote the rights of every child, with a strong focus on equity and reaching the most vulnerable. As climate-related shocks increase in frequency, anticipatory action (AA) has emerged as a critical approach to enable early,



risk-informed interventions that reduce humanitarian needs and protect development gains. Through the Today and Tomorrow Initiative (TTI), UNICEF combines resilience-building with innovative disaster risk financing instruments, including parametric insurance, to ensure timely and predictable support to children. The insurance-backed AA programme represents a major expansion of this approach, implemented in coordination with key partners such as OCHA, and WFP, leveraging shared risk analytics, joint frameworks, and coordinated delivery.
