ph3Organizational Setting /h3 pThe Partnerships and UN Collaboration Division (PSU) is FAO's hub for rights?based and sustainable development, ensuring no one is left behind.
It builds transformative partnerships and engages families, Indigenous Peoples, parliamentarians, academia, research institutions, UN organisations, and civil society.
PSU adopts a people?centered approach through technical support, capacity development, policy advice, and inclusive dialogue.
/p h3Indigenous Peoples Unit Objectives /h3 pThe Indigenous Peoples Unit (PSUI) provides technical support to Indigenous Peoples and implements the FAO Policy on Indigenous and Tribal Peoples.
Its three main objectives are: /p ul liImplement the FAO Policy on Indigenous and Tribal Peoples; /li liProvide technical advice to other FAO divisions for integrating Indigenous Peoples' issues into their work; /li liAdvocate, influence key policy processes, and open spaces of dialogue between decision makers and Indigenous Peoples.
/li /ul h3Reporting Lines /h3 pThe incumbent reports directly to the Head of the PSUI Unit and the Technical Officer of FPIC, collaborating with PSU units and other FAO technical units.
For country?level activities, close coordination with the FAO Representation and relevant regional offices is required.
/p h3Technical Focus /h3 ul liSupport the practical implementation of FPIC throughout the FAO project cycle, including identification, formulation, appraisal, implementation, supervision, monitoring, evaluation, and closure.
/li liProvide technical advice on FPIC application in projects and programmes that may directly or indirectly affect Indigenous Peoples.
/li liReview project documents, environmental and social assessments, stakeholder engagement plans, and implementation arrangements to ensure FPIC requirements are identified, planned, budgeted, and implemented.
/li liDeliver technical assistance to FAO personnel, government counterparts, implementing partners, and Indigenous Peoples' organisations on FPIC standards and methodologies.
/li liEnsure consistency with UNDRIP, ILO Convention No. 169,



the FAO Policy on Indigenous Peoples, FAO's environmental and social safeguards, and the FAO FPIC Manual.
/li /ul h3Tasks And Responsibilities /h3 ul liDeliver FPIC training sessions (virtual and in?person) at headquarters, regional, and national levels.
/li liIntegrate FPIC into the FAO project cycle, including GEF and GCF projects, ensuring inclusion of Indigenous women, youth, elders, and persons with disabilities.
/li liAdvise on FPIC?related content in project design, review, and implementation, especially for Indigenous Peoples?focused initiatives.
/li liAssist with the development of regional FPIC focal point networks.
/li liDesign culturally appropriate consultation protocols.
/li liSupport participatory dispute resolution.
/li liAdvise on grievance mechanisms in project contexts.
/li /ul h3Minimum Requirements /h3 ul liConsultants: Advanced university degree recognised by the International Association of Universities (IAU)/UNESCO in anthropology, development studies, human rights, environmental sciences, or a related field.
Those with a bachelor's degree must have two additional years of relevant professional experience.
/li liPSAs: University degree (or technical degree/certificate) recognised by the IAU/UNESCO in the same fields.
/li liAt least three (3) years of relevant experience applying FPIC with Indigenous Peoples.
/li liWorking knowledge of English (level C).

/li liExperience designing and facilitating culturally appropriate FPIC processes, including participatory methods, grievance mechanisms, and integration into project cycles.
/li liKnowledge of international and national legal frameworks on Indigenous Peoples' rights and FPIC, and ability to support multi?stakeholder dialogue and capacity development.
/li liExperience with FPIC in post?conflict or emergency contexts.
/li liUse of digital and geospatial tools in participatory work.
/li liInvolvement in policy development or legislative processes related to FPIC.
/li /ul h3Selection Criteria /h3 ul liAt least one additional UN language is highly desirable.
/li liProven field?based work and engagement with Indigenous Peoples, with an understanding of FPIC legal, cultural, and operational dimensions.
/li liStrong analytical, facilitation, and training skills.
