Business Development Manager for European Programmes and Framework Contracts

Fondazione Giacomo Brodolini (FGB) is a leading research and consulting organisation specialised in labour market, social policy, human capital, social justice and inclusive growth. We support European institutions, national governments, and international organisations through research, evaluation, technical assistance, and policy advisory services. FGB is actively involved in a wide range of EU-funded projects and Framework Contracts with the European Commission and other EU institutions.
Position
We are looking for an experienced and proactive Business Development Manager (full-time) to further strengthen our presence in the European market and expand our portfolio of projects with EU institutions. This is a strategic role combining business development, bid management, and client engagement.
The successful candidate will play a key role in:
- Identifying and securing new business opportunities,
- Activating and managing assignments under existing Framework Contracts.
Location
We offer flexible working arrangements, with remote, hybrid, and in-office opportunities available. Workspaces are accessible from our Rome and Brussels offices.
Tasks
- Monitor EU funding opportunities, calls for tenders, and re-opening of competitions under Framework Contracts,
- Lead and coordinate the preparation of high-quality technical and financial proposals,
- Develop winning strategies and value propositions for targeted opportunities,
- Build and manage consortia with partners, experts, and subcontractors,
- Actively contribute to the extraction of assignments from existing Framework Contracts (including service requests and specific contracts),
- Maintain relationships with EU institutions and key stakeholders,
- Collaborate with internal teams (researchers, project managers, finance) to ensure competitive and compliant bids,
- Contribute to FGB’s overall growth strategy in EU markets.
Requirements
- At least 8 years of relevant professional experience in EU affairs, consulting, or business development,
- Proven track record in winning EU-funded tenders (European Commission and/or EU agencies),
- Strong understanding of EU programmes, procurement procedures, and Framework Contracts,
- Experience in proposal writing and bid management,
- Excellent project coordination and stakeholder management skills,
- Strong analytical and writing skills,
- Excellent command of English (written and spoken).
- Experience in policy areas such as employment, social policy, skills, migration, social justice, industrial relations,
- Existing network of partners and experts in the EU ecosystem,
- Knowledge of additional EU languages,
- Experience working in international and multidisciplinary teams.

- Contract: Contractual arrangements will be determined based on the candidate’s location. For candidates residing in Italy or Belgium, a local employment contract may be provided. Candidates based in other jurisdictions may instead be engaged through consulting agreements or alternative contractual structures, as appropriate,
