Recipients of financial instruments of the World Bank implement projects and must carry out investments in accordance with World Bank policy which is largely based on the best international practices and standards. As part of its policy lays the principle of economy and transparency, that are transposed into World Bank procurement rules for Borrowers, applicable to its investment operations. Given Italy’s growing partnership with the World Bank, its strong private sector presence in infrastructure, energy, and development finance, and the World Bank’s increasing engagement with Southern Europe, the Rome Office provides a strategic platform to connect European private sector actors with procurement opportunities in Latin America and the Caribbean (LAC) and other emerging markets. Locating this position in Rome will enable stronger collaboration with Italian and European DFIs, business associations, and trade networks, while supporting LAC’s efforts to attract qualified international bidders.
**Procurement** To enforce the Bank procurement policy and ensure that Borrowers procure goods and services in accordance with the principles of transparency, ensuring fair competition and value for money, the Bank relies on a cadre of procurement accredited professionals disseminated into the 8 regional Vice-Presidencies of the Bank. The Latin America and Caribbean Region (LAC) Procurement Unit (ELCRU) is part of this group of procurement experts and operates under the authority of an Accredited Procurement Manager (APM) for LAC, who directly reports to a Regional Director for the LAC region, under the overall authority of the Vice-President of the region. Serving more than 30 countries for a portfolio reaching more than US$ 19,000 million, the procurement unit has also the responsibility of (i) preserving the interests and rights of the private sector, (ii) ensuring that Borrowers engage with businesses early in the procurement processes and respect their rights, (iii) reviewing bidders’ complaints and ensuring a fair and diligent resolution of disputes. For several years now, and in accordance with the new requirement for Borrowers to engage with the private sector, the procurement unit for LAC has reached out to firms in the region and around the world, where an interest exists to bid on World-bank financed projects. This initiative includes the organization of informational events on World Bank procurement policy and opportunities in the LAC region, and the early identification of possible bidders,
with the intent to raise interest among qualified international bidders. **Profile** ELCRU seeks to recruit a full-time Extended Term Consultant (ETC) to serve as Procurement Analyst, to support the Bank in its mission to support business engagement with the private sector in Europe and beyond. The ETC will directly report to the Accredited Procurement Manager for the LAC region, under the supervision of the Bank’s Special Representative for Southern Europe and WBG Resident Representative in Italy. **Scope of Work** - Support ELCRU’s mission in strengthening the World Bank’s effort to strengthen dialogue and interactions with the international Private Sector. - Support and collaborate with the APM on the ongoing exchanges with private sector actors and associations. - Organize events, conferences and meetings with professional organizations, whether national or sectoral in Europe or beyond, in close coordination with the Bank’s representative for Southern Europe - Serve as focal point for engagement with European firms, DFIs (including CDP, SIMEST, EIB), and trade associations to promote participation in World Bank-financed projects in the LAC region. - Maintain an updated list of World Bank Group procurement and business opportunities of interest for the international private sector - Participate in dialogue and coordinate with the Bank sectors for specific requests to engage with the Bank - Engage in communication strategies to inform the private sector about The World Bank Procurement Change Program through speaking engagements, preparation of visual materials, and disseminating analytical data - Engage in communication strategies to inform WB colleagues about The World Bank Procurement Ch
