BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

ORGANIZATIONAL CONTEXT
The Asset Management Unit (AMU) is part of the Management Service Division - Infrastructure and Facilities Management Branch (MSDI) of WFP. The AMU is responsible to provide all WFP offices with the necessary policies, guidance, tools, to managed assets globally. Asset (including light and armoured vehicles, generators and pre-fabs but also ITC equipment, etc.) are essential to deliver our mandate to serve our beneficiaries. AMU is taking great strides on its new approach to responsible asset management through improved tracking, accounting, policy and guidance.
To enable effective Asset Management, WFP uses multiple tools critical for efficient location monitoring, inventory counts, and oversight of maintenance, asset condition, and depreciation for high-value and business- critical assets.
Asset Management requires strengthened tools and system integration which support and enable the simplification and digitization of related processes. The Global Equipment Management System (GEMS) and GEMS Mobile are the WFP corporate systems designated for operational asset management. While GEMS is a module of the corporate ERP (WINGS), it requires enhancements and further integration. Additional tools such as the Fleet Management System (FMS), ARCHIBUS (which lists WFP premises), are interlinked with GEMS- related business processes and further systems integration is also required with them.
The AMU is currently seeking a Business Analyst who will support the AMU with its System Integration workstream. With the appropriate end-to-end service skills to design, prototype, and validate requirements and functionalities ensuring that the user is at the centre of the design process and define how business processes need to change to become more effective. The incumbent is expected to have knowledge on how to manage product backlog, how to define a Product Canvas and Product Roadmap outlining the vision and the evolution of the product.
This position is suited for someone who can work independently, has excellent written communications skills,
is impeccably organized, technology-savvy, quick to learn new tools and to familiarize with business processes so that s/he can understand subject matter experts.
TERMS OF REFERENCE
FOR SHORT-TERM/CONSULTANCY CONTRACTS
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of AMU, the consultant will have the following responsibilities:
SYSTEM INTEGRATION & ENHANCEMENTS
1. Understand the existing solutions and organize/lead workshops with Business Process Experts on how to improve them and ensure further automated and integrated dataflow.
2. Gather, document and analyse business requirements.
3. Document all change requests across all AM Systems, prioritize according to business needs, design and ensure comprehensive testing across all relevant and possibly impacted systems are performed (could consist in executing the tests themselves or participate to them).
4. When Agile is applied, take the role of “Scrum Product Owner” becoming responsible for managing the Product Backlog including:
a. Clearly identify and describe Product Backlog Items in order to build a shared understanding of the problem and solution with the Development Team, ensuring the Development Team understands items in the Product Backlog to the level needed;
b. Make decisions, in consultation with Stakeholders, regarding the priority of Product Backlog Items;
c. Determine whether product backlog items were satisfactorily delivered; and
d. Ensure transparency into the upcoming work of the Development Team.
5. Revise all the necessary document produced by the Technology / IT division (TEC)’s counterpart such as (but not limited to): use cases diagrams, business processes diagrams, users-systems interactions diagrams, blueprints and functional specifications. An understanding of dataflow charts and high-level database diagrams is desired.
6. Prepare design proposal for processes and corresponding dataflow not yet supported by existing solution.
7. Ensure completeness and formal correctness of business process maps including RACIs and related workflows. Liaise with Business Process Expert to validate business processes, RACIs and workflows.
BUSINESS INTELLIGENCE
8. Support the Business Stream leader with formulating and documenting business requirements for dashboard reporting functionalities.
9. Liaise with BI specialist and Business Stream leader to convert the business requirements into viable dashboard.
SUPPORT
10. Proactively provide AMU manager with an update on the progress versus planning, discuss open points, etc. Update project planning documents with latest timeline, etc.
11. Provide comprehensive guidance, support, and performance management to juniors or trainees to help them successfully deliver on their responsibilities, objectives project and professional development.
12. Produce NFR of key meetings, document and follow up on any open points identified during discussions between AMU and TEC.
13. Develop and maintain effective relationships with WFP business owners and users and ensure timely resolution of business process issues and validation of developed business process business content.
14. Provide advisory to AMU management group on the technical solutions and their ability to address business requirements.
15. Assist with the upcoming ERP migration to S4 (a full GEMS refactoring)
16. Document key changes introduced to current processes and the related impacts in operations to enable another team member to translate them into training/communication materials.
17. Ensure processes, flows and user guides are constantly updated in the event of changes and improvements to the solution or business processes.
18. Take the lead on selected technical development workstreams related to Auction Digital Office and Online Auctions, including: collecting and supporting the resolution of residual system issues; drafting and refining business requirements; supporting system testing; and leading meetings with the Digital team.
19. Co-lead weekly updates with GAS, taking the lead on system-related matters; serve as focal point for escalation to the Digital team, channeling issues, managing stakeholder expectations regarding system developments and priorities, and ensuring continuity of Auction Digital Office and Online Auctions activities.
20. Provide strategic advice and recommendations on the Auction Digital Office and Online Auctions roadmap, ensuring alignment with agreed priorities, business needs, and the broader objectives of the Global Asset Service and UN System Online Auctions Shared Service; organize dedicated review jointly agreed workplan activities,
in addition to regular coordination calls.
21. Any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
- All change requests for GEMS and GEMS mobile reconciliation tool being logged in GSM
- Validated business requirements for
o GEMS Mobile reconciliation tool (new generation)
o Business Intelligence tools
- Draft business requirements for:
o GEMS Mobile app new generation and other AMU projects
- Updated project documents (relevant part of the overall unit workplan, to do lists, open points list, etc.)
- Updated processes in eGuide
- Support AMU as necessary on the digitalization of its services
- NFR of key meetings related to this workstream
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University master’s degree in Computer Sciences, Engineering, Economics, Statistics, Finance, Facility Management, or other related discipline relevant area.
Experience: A minimum 5 years of professional experience
Knowledge & Skills:
- In-depth knowledge and experience with Agile and Scrum. Knowledge of Product and Project Management methodologies and tools. Experience gathering business and user requirements. Ability to influence cross-functionally to manage projects within a matrix environment; Ability to manage budget, resources and risks. Ability to manage Stakeholders also at senior levels.
- Extensive knowledge with business process mapping methodologies, notation (BPMN)
- An understanding of dataflow charts and high-level database diagrams is desired.
- Extensive proficiency in MS Office (Word, Excel, Power Point, Outlook)
- Proficiency in user-guide creation tools is an asset
- Ability to communicate complex ideas effectively – both verbally and in writing
- Exceptional analytical and quantitative problem-solving skills
- Ability to work collaboratively in a team environment
- Ability to work effectively with people at all levels in an organization
