JOB TITLE: Programme Implementation Process Specialist

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, and is well known for its ability to deliver food assistance rapidly to people in need. In order to respond effectively in the challenging contexts in which WFP operates, staff require sound knowledge of the fundamentals of emergency and transition programming, as well as skills in specialized areas.

The Technology Division (TEC) is in charge of digital solutions for the entire Organization, and in January 2026, TECD created a CRM Competence Centre to consolidate all the CRM services in one WFP technology hub.

The above consolidation included the management and rollout of SugarCRM, previously managed by PRO-P and RAM, which later on became APP. SugarCRM serves both CFM and Process Monitoring.

ROLE AND RESPONSIBILITY OF THE CONSULTANT In light of the above, the services of the Programme Implementation Process Specialist are an immediate priority as they are required to implement the CRM solutions (currently based on SugarCRM) that enable CFM and Process Monitoring, and in perspective, a large number of functions in the Organization.

In collaboration with PRGM/RO and COs, and other business functions, the consultant will lead the product management (development, implementation, management) of CRM solutions, lead business analysis, business process mapping, identification of beneficiary engagement points around the programme cycle, and establish requirements to structure the tools,



guidance and support delivered by the CRM Competence Centre.

The Specialist will report to the Head of the TECD CRM team but will need to coordinate closely with Team Leads in the TEC and business teams in order to align with the respective objectives, priorities and scope of work of each functional team.

The specific responsibilities and accountabilities of the role are as follows:

•Develop a Business Process and Beneficiary Journey Mapping project plan includingtime-bound schedule, resource requirements and identification of internal andexternal process owners/stakeholders

•Work with all functional teams to identify opportunities for more systematicutilization of data to achieve programme objectives and enhance programme quality

Build and maintain strong working relationships with process owners/stakeholders to jointly clarify objectives, current process requirements, and constraints.

•Effectively deploy tools to capture user needs - interviews, workshops, surveys, document analysis, etc to create high level business process descriptions / diagrams, and epics and stories

•Support functional teams in mapping implementation processes, data points, tools and software applications against each step in a business process to highlight opportunities for improvement and optimization

•Resolve complex requirements conflicts through stakeholder engagement and negotiation, presenting recommendations to senior stakeholders and management

•Apply business modelling, analysing methods and standards;

•Analyse and assess new ideas, considering risks, opportunities and impacts arising;

•Support the translation of business process mapping and requirement development processes into the production of the technical tools, guidance, and support by P&FS; colleagues

•Perform other duties as assigned.

DELIVERABLES

•Project plan developed within the first two months of consultancy

•IK business process maps prepared and beneficiary engagement points identified around the programme cycle

•Detailed process maps, and suggested revisions, developed for prioritized set of beneficiary engagement “pain” points

•Requirements for digital and non-digital tools, guidance, and support developed in collaboration with thematic and operational leads for community engagement, context analysis, targeting, and feedback processes

•CRM Platform management

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced university degree in Computer Science, Project Management, International Relations, International Development or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience

•At least 8 or more years of relevant professional experience with continually increasing levels of responsibility;

•Proven experience with service-oriented architectures within large scale implementations;

•Experience working in multidisciplinary teams towards assessing issues from a technical and business perspective;

•Proven track record in organising, conducting and documenting the outputs of requirements elicitation workshops using a human-centred design approach;

•Use case/User Story writing: Experience of using formal requirements analysis techniques and methodologies;

•Experience of requirements gathering techniques,



analysing business requirements and translating to functional requirements.

Knowledge & Skills:

•Initiative, enthusiasm, creativity and flexibility with excellent interpersonal skills and team spirit.

•Ability to interpret and translate complex processes into clear business procedures;

•Strong analytical, written and oral communication skills, including the ability to write in an engaging and informative manner, and conceptualise and clearly synthesise information;

•Ability to plan and organize work with minimum supervision;

•Ability to work under pressure and meet tight deadlines, while managing multiple priorities simultaneously

Languages

- Fluency in oral and written English;
- Knowledge of Arabic, Spanish or French is an advantage.

Working arrangements

•The consultant will be based remotely and travel to Rome/HQ and the field as required.
