The role requires multi-disciplinary expertise and an understanding of the industry to achieve financial and operational objectives. The Commissioning Manager multiple related teams, sets organizational priorities, and allocates the appropriate resources. They must identify and resolve complex technical, operational, and organizational problems. The Commissioning Manager directly impacts business results by supporting and function-specific projects, products, services, and technologies and developing policies and plans.ResponsibilitiesKey Tasks and Responsibilities:Manage multiple related teams, set organizational priorities, and allocate resourcesProvide leadership to managers and professional staffAccountable for the performance and results of multiple related teamsDevelop departmental plans, including business, production, and/or organizational prioritiesDecision is guided by resource availability and functional objectivesAssign staffing for the departmental positions on projects and proposalsResponsible for administrative and technical management of the commissioning DepartmentIdentify performance gaps and correct including systems, equipment, and people resourcesProvide leadership and instruction to their employeesEnsure work is being coordinated between the other disciplines, offices, fabrication,
and construction to meet project requirementsManage the technical execution to support the business considerations established for the projectResponsible for the administration and technical management of the departmentExecute annual appraisals of the employeesExecute performance appraisals of agency personnelCollect/identify training requests/needs, review for justification, and facilitate implementationProvide regular performance feedback to the employees in the departmentImplement communication planSupport recruitment activities for the departmentAssure good team spirit in the departmentIdentify high potentials and support the effort of providing them with suitable career opportunitiesPropose salary increases upon request of company managementSupport the execution plan preparation of every projectAssign resources to projects and proposalsStay up-to-date with the status of all projects through the Lead EngineerEnsure execution of PEA reviews and IDRs on projectsResolve findings and corrective actions as requiredLead improvement initiatives within the departmentSupport proposals as requiredPrepare or approve man-hours estimatesEnsure the MPS system is kept up to dateEstablish a budget and salary plan for the departmentIdentify and recruit staff for departmental positionsMaintain staffing levels appropriate to the projected workloadProvide leadership and training for the professional development of staffResponsible for the integrity of the work producedOwn and lead the implementation, enforcement,
and verification of compliance with all McDermott policies and proceduresEnsure employees understand their responsibility and authority to effectively implement the requirements of all McDermott policies and proceduresEnsure the timely completion of all mandatory training by themselves and their teamsReports to:Functional: VP/Director EngineeringLiaise with: Project Managers / Project Director, Project Controls, Engineering department Managers,Construction/Fabrication team, Quality, HSSE, and Client designated representatives as requiredSupervises: All discipline Managers, Engineers, Designers, and support personnel within the departmentQualificationsEssential Qualifications and Education:Bachelor's degree or master's degree in Engineering20+ years of experience and proven leadership experienceRequires multi-disciplinary expertise within own discipline and basic knowledge of other functionsApplies understanding of the industry to improve effectiveness, provide guidance, and influence processes and policiesMust have effective communication skills, able to establish confident relationships with discipline managers, technical engineers, and non-engineers. Presentation skills are requiredMust have excellent computer software skills in MS Word, Excel, PowerPoint, Visio, and other engineering software programsKeen on improving the effectiveness of the workMust have excellent organizational skills and be adaptable to the needs of various discipline groupsMust have the ability to assess and communicate project requirements and expectations in a clearly defined, positive, and productive mannerShow flexibility and ensure proper hand-over with regards to:The reassignment to other departments/construction sites/fabrication yardsThe managing/learning of current working methods and software applicationsThe reassignment to other McDermott officesProficiency in English, Multi-Language skills a plus
