BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP country offices deliver assistance to beneficiaries through a variety of digital platforms and service providers. WFP works in partnership with several commercial Financial Service Providers (FSPs), including banks, micro-finance institutions, mobile money operators and money transfer agents, in addition to using WFP’s own delivery platform, SCOPE. One of WFP’s corporate objectives is to increasingly deliver assistance, either cash-based transfer (CBT) or in-kind, through digital means, and register beneficiaries digitally, in order to achieve greater efficiencies and provide greater accountability and traceability of assistance delivered.

Therefore, WFP seeks to build its corporate capacity to centrally receive, store, process and analyse digital operational data for the purpose of promoting accountability, controls and efficiencies as part of cash-based transfer. There is also the opportunity to better inform WFP’s programme design through the analysis of digital data emanating from operations.

Several challenges exist in streamlining digital analysis globally,



including the tasks of receiving and maintaining massive amounts of varied and unstructured operational data, processing and generating meaningful analysis of data, while ensuring that data privacy and security standards are upheld.

The Data Assurance

Team within Supply Chain and Delivery division has established a cloud-based data management system in order to meet data assurance needs in performing reconciliation and performing analysis on operational data.

To achieve the objectives outlined above, WFP is recruiting a Data Analyst to be part of a central analytics team, in the Delivery Systems Services (DSS) within the Delivery Assurance Service within Supply Chain and Delivery division, to provide support to WFP’s CBT operations, in particular for the Nigeria Country Office.

The Nigeria Country Office requires additional support with alignment of CBT corporate tools to support reconciliation and de-duplication exercises currently SCOPE platform hosts 1.9 million beneficiaries data. To enable this, a Data Analyst skill set is required to transition current reconciliation activities into a more digitized standard to avoid manual data manipulation which is prone to human error. A simple file transfer of FSP data and an automated reconciliation is envisioned as the ultimate outcome in addition to capacity strengthening of the reconciliation team.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Perform Data Assurance assessment of the current data flow from the FSP, frequency, formats,and technology used, providing expert advice on beneficiary data risks (e.g. identify potentialrisks in beneficiary/payments data exchanges) and opportunities for mitigation, proposing atarget data/systems architecture to COs.
2. Lead the implementation of systems to automatically ingest data into corporate platforms andthe customisation of reporting solutions.
3. Oversee changes and enhancements to the FSP data models at CO level, for reconciliation andreporting purposes.
4. Lead CO efforts in detecting operational anomalies and duplicates using data analyticstechniques and available data, following up with business users for further verifications andcorrective actions.
5. Define thresholds and develop reporting format for exception reporting.
6. Train CO personnel to generate the core assurance reports and analyse the data.

DELIVERABLES AT THE END OF THE CONTRACT:

- Working data pipelines and dashboards for COs, implementing controls on anomalies, deduplication,analytics and reconciliation.
- Reports and presentations with assurance findings and recommendations.
- Trained staff at CO level, confident to use the solutions.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: A bachelor’s/master’s in Statistics, Computer Science or Economics.

Experience: Experience working with large data sets and summarizing data for business. Experience working with relational databases and query authoring with SQL. Extensive experience using Tableau and setting up dashboards.





Experience in working in a multicultural environment.

Knowledge & Skills:

Familiarity with Big Data, Data warehousing and business intelligence solutions. Ability to capture facts and stories from data and translate them into insights. Familiarity with various ETL tools is desirable.

Advanced SQL skills. Knowledge/Familiarity with Python or R is desirable.

Familiarity with Data Governance challenges and best practices.

Languages: English (fluent). Any other UN languages, a plus.
