Premabergo S.R.L. is an engineering company specialized in the design and supply of process packages and skid-mounted systems for the Oil & Gas, Petrochemical, Energy and Industrial sectors.

To strengthen our Proposal Department, we are looking for a Proposal Engineer to support the preparation of technical and commercial proposals for international projects.

Role Purpose

The Proposal Engineer will be responsible for the preparation, coordination and development of technical and commercial proposals for Premabergo process packages, ensuring technical compliance, cost competitiveness, clarity of scope and alignment with Client requirements.

The role will work closely with Engineering, Procurement, Project Management, suppliers and subcontractors and will act as a key interface during the tendering and bidding phase.

Main Responsibilities

The selected candidate will be involved in the following activities:

- Review and analysis of Client RFQs, tender documents, specifications, datasheets and project requirements;

- Identification of the complete scope of supply, interfaces, exclusions, assumptions and deviations;

- Preparation of technical and commercial proposals for process packages and skid-mounted systems;

- Coordination ofinternal engineering disciplines during the proposal phase, including:

1. Process;

2. Mechanical;

3. Piping;

4. Electrical;

5. Instrumentation and Control;

6. Structural;

- Preparation and management of RFQs/RDOs to vendors and subcontractors;

- Review and technical comparison of supplier quotations;

- Preparation of technical bid evaluations and commercial comparisons;

- Development of project cost estimates and proposal cost breakdowns;

- Evaluation of:

1. equipment costs;

2. instrumentationand electrical costs;

3. piping and valves;

4. structural steel;

5. fabrication andassembly;

6. engineering hours;

7. inspection and testing;

8. certification;

9. packing and transportation;

10. site activities, where applicable;

- Preparation of overall proposal pricing in coordination with Management;

- Identification and evaluation of technical and commercial risks during the tender phase;

- Definition of proposal assumptions, exclusions, clarifications and deviations;

- Preparation of technical deviation lists against Client specifications;

- Preparation andreview of compliance matrices;





- Review of Material Requisitions and technical specifications during the bidding stage;

- Verification ofClient sourcing restrictions and approved vendor requirements;

- Coordination with suppliers to obtain technically compliant and commercially competitive quotations;

- Preparation of delivery schedules and identification of long-lead items;

- Evaluation of project execution timelines and key milestones;

- Support in defining Incoterms, packing requirements and transportation assumptions;

- Participation in technical and commercial clarification meetings with Clients;

- Preparation of responses to tender clarifications;

- Management of proposal revisions throughout the bidding process;

- Support to Management during commercial negotiations;

- Handover of awarded projects to the Project Management and Engineering teams;

- Preparation of an organized bid handover package including:

1. agreed scope;

2. exclusions;

3. assumptions;

4. deviations;

5. supplier quotations;

6. cost breakdown;

7. technical documentation;

8. delivery commitments;

- Maintenance and development of historical cost databases and supplier benchmarks;

- Continuous improvement of proposal templates, costing tools and tendering procedures.

Technical Knowledge

The ideal candidate should have a good understanding of process package engineering and the main disciplines involved in skid-mounted equipment.

Knowledge of the following areas will be considered important:

- Process equipment;

- Pressure vessels and tanks;

- Pumps and rotating equipment;

- Piping and valves;

- Electrical equipment;

- Instrumentationand control systems;

- PLC/UCP/LCP systems;

- Structural skids;

- Inspection and testing requirements;

- International engineering standards;

- Vendor documentation;

- Project specifications;

- Material selection;

- Hazardous area requirements;

- Technical procurement.

Familiarity with standards such as ASME, API, IEC, ISA,



EN and relevant Oil & Gas project specifications will be considered essential.

Commercial and Costing Knowledge

The candidate should be comfortable with:

- Cost estimation;

- Vendor quotation analysis;

- Cost breakdown preparation;

- Budgetary and firm quotations;

- Commercial assumptions;

- Proposal margins;

- Contingencies;

- Project risk evaluation;

- Payment terms;

- Incoterms;

- Transportation costs;

- Inspection and certification costs;

- Bank guaranteesand commercial project requirements, where applicable.

Qualifications

- Bachelor's or Master's Degree in Mechanical, Chemical, Electrical, Energy or Industrial Engineering, or equivalent technical discipline;

- Previous experience in Proposal Engineering, Tendering, Estimating or Technical Sales, preferably within:

1. EPC companies;

2. process packagesuppliers;

3. Oil & Gas;

4. Petrochemical;

5. Energy;

6. Water Treatment;

7. Offshore or Marine sectors;

- Good knowledge of English, both written and spoken;

- Strong ability to read and interpret technical specifications, P&IDs;, datasheets and Client documentation;

- Advanced knowledge of Microsoft Excel;

- Good knowledge of Microsoft Office;

Preferred Experience

Previous experience with one or more of the following will be considered a strong plus:

- Process skids and packaged units;

- Gas drying and purification packages;

- Electrochlorination systems;

- Water treatmentpackages;

- Offshore packages;

- International EPC projects;

- Tender preparation for Middle East, Asian or European Clients;

- Approved VendorLists and sourcing restrictions;

- Technical Bid Evaluations;

- Classification Society requirements such as ABS or DNV;

- Cost estimationof multidisciplinary process packages;

- Vendor negotiations.
