BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Over the past few years, the United Nations World Food Programme (WFP) has responded to an unprecedented level of emergencies, many in high risk areas, while maintaining ongoing operations.

The Security

Division, under the framework of the UN Security Management System, ensures these operations consider the safety and security aspect of its staff, facilities and assets. The current operating context demands more agility and greater support and services from the Division. This increased demand puts both pressure on the organization as a whole, as well as the need for greater efforts in ensuring the safety and security of these operations.

The Security Division has completed the strategic workforce planning whose outcomes require structured capacity and leadership development. The Division is undergoing transformation and requires a talent strategy that responds to the short and long-term implications including strengthening the Division emergence response role. Under the general supervision of the Deputy Director, Security Division and the Staffing Coordinator the candidate will define and implement innovative and effective strategic workforce implementation interventions and capacity development solutions that prioritize change management and optimal workforce development, talent management including surge,



capacity and leadership and development strategies.

The incumbent will implement the right organizational model, identify the required capabilities, and promote a culture aligned to the Strategic Priorities of the Security Division and in line with WFP People Policy.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Deputy Director of Security Division and Staffing Coordinator the incumbent will perform the following duties:

Generic

- Acts as interlocutor between the function, its Staffing Coordinator, functional Subject Matter Experts, the HR Workforce Planning and Strategy Team (HRWPS).
- Undertake learning demand planning, delivery and Project manage the implementation of learning and leadership programmes in the Division.
- Contribute to strategic decisions making as the HR Focal point and oversee contracting and other people related administrative process by liaising closely with the Deputy Director, functional Staffing Coordinator and Management.

Talent Acquisition

- Further detail the insights from SWP and redesign the EVP of Security in line with the functional strategy and desired workforce profile.
- Develop sourcing strategy / identify impactful sourcing channels, including sharing the new required profile across the organization, especially to staffing coordinators and talent acquisition.
- Conduct market research and competitor analysis to ensure the EVP remains competitive and appealing.
- Determine aspects that candidates for these roles value to inform areas to enhance the EVP (conduct analysis of rejected offers, competition, market)
- Build and maintain a strong talent pipeline for critical roles, to meet and anticipate the current and future needs of the Security Division – including Surge, Consultants, Interns and volunteers.

Learning and Development

- Provide HR partnership to the Division, and promote a culture of continuous learning, growth mindset and knowledge sharing.
- Leads and support capacity development practices across the Division in partnership with the learning and capability team to deliver the full spectrum of Learning management practices and develop the learning and development strategy for the division.
- Align to the knowledge retention strategy, make sure onboarding, handover and mentorship programmes are fully followed, implemented and continuously improved with employees’ feedback.
- Build leadership teams and People manager capabilities to own and drive the learning and leadership development agenda as a strategic priority and support progressive learning culture.

DELIVERABLES AT THE END OF THE CONTRACT: Completion of all tasks assigned within the contract period.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

- Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

- Functional and professional experience and expertise
- Experience in functional area within WFP is highly recommended ideally in an RB/CO context
- Experience in launching and implementing a global and high priority/sensitive project




- Experience in communication, engagement and change management as part of the rollout of a complex initiative/project
- Proven track record in significantly contributing/steering an analytical and data-driven project

Knowledge & Skills:

- Functional expertise
- Strong project management and coordination skills
- Excellent communication skills
- Effective relationship building skills/effective collaboration with counterparts and stakeholders
- Profound analytical skills
- Affinity to work with data and technological tools

Languages: In addition to a high proficiency in written and spoken English, knowledge of a second UN language is desirable.
