SC Commodity Accounting OfficerBACKGROUND AND PURPOSE OF THE ASSIGNMENT: SCDCT Commodity unit is responsible for ensuring WFP commodity is tracked in the system, ensuring data is accurately and timely registered in LESS system as well as produce corporate reports for decision making.

The Commodity Accounting

Officer assignment requires logistic staff that has experience in both operation as well as fluent in data management to provide technical assistance to WFP operation, produce reports, create guidance documents and provide training to field staff to ensure high data quality in corporate system LESS.

ACCOUNTABILITIES/RESPONSIBILITIES:

- Provide direct support to CO/RB/Corporate Task Force in the onset of large-scale emergency operation.
- Identify requirements, develop ad-hoc reports and provide food commodity data to support decision making processes and Food Supply Chain management.
- Perform analysis and detailed conceptual work, putting together comprehensive reports identifying opportunities for improvement and affective operationalization of LESS system within the area of focus. (what they have, what they are lacking, what they need)
- Provide guidance and support with technical knowledge.




- Contribute to the development and implementation of CO LESS workplans and procedures to achieve operational cost efficiency, agility, reliability, quality, and to support national capacity strengthening.
- Conduct assessment, training, resource provision and post assessment of intervention.
- Support CO on project closure and resource transfer activities:
- Ensure knowledge enhancement for Commodity Accounting staff in COs/RBs to ensure understanding of Commodity transfer requirements including the closure of open items.
- Ensure completeness and accuracy of Resource Transfer request file submitted by CO, and advice CO/RB on any inaccuracy.
- Provide technical support to RBs/COs to ensure timely data capture and data accuracy is maintained.
- Provide technical support to resolve any Commodity accounting issues
- Identify data irregularity, advise corrective measures and provide support/guidance for clearing irregular data.
- Communicate with RM unit (RMFC, RMBP, RMFG) on total stock transfer and ensure timely resource allocation and migration.
- Ensure data integrity by carrying out regular data quality checks and follow up on any data irregularities to be corrected.
- Ensure all inventory is accountable by carrying out monthly/ quarterly PI vs System stock checks and follow up with country offices for any discrepancies.
- Ensure adequate staff capacity in RB and CO to perform LESS and their duties by regular follow up with RB/CO and organizing training and arranging TDY where required.
- Follow up on unresolved issues with LESS support team.
- Support other unit (finance, shipping, programme, insurance, audit, etc) in data analysis, providing data support where required, and liaise with RB/CO for any inaccurate data entry in LESS system.
- Support CO/RB in data reconciliation between COMET vs LESS.
- Respond to ad-hoc and routine reporting request.
- Provide commodity accounting related reports for internal/external audit queries
- Provide commodity status report for emergency operation.
- Provide technical/ analytical support to other unit in developing commodity accounting reports. Verify the calculation logic and source of data used in the report to ensure report accuracy.
- Provide input on commodity accounting aspect in development of corporate guidelines
- Produce/ update commodity accounting guidelines in regard to commodity resource transfer, financial closure, project closure, etc

DELIVERABLES AT THE END OF THE CONTRACT :

- Country offices and RBs are supported in all areas of the commodity accounting issues.
- Trainings are provided as per the plan and delivery of training is supported.
- Alignment of Country Offices with corporate policies, procedures, and regulations.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field; or first university degree with additional years of related work experience and/or training/courses.

Experience:





At least 3 years of experience in Supply Chain, experience in commodity Accounting and inventory management areas. Experience in reporting, monitoring, and tracking of commodities.

Good knowledge of WINGS and the Commodity Accounting Tracking system (LESS);

Good knowledge of logistics operation, policies, and practices regarding commodity accounting and management.

Languages: Fluency (level C) in English
