The position of DIO Technical Authority Facilities Management Italy with the Defence Infrastructure Organisation (DIO) Estates-Overseas is now available and is located within the DIO offices in Naples (Lago Patria).
This is a Directly Engaged Labour (DEL) position. Applicants must be registered to live and work in Italy on the local economy, and the successful candidate will be enrolled onto the Italian State Social Security Scheme. Applicants must either hold Italian citizenship or be a citizen of another EU country and, should these conditions not apply, there must be compliance with the internal regulations for working in Italy. GSO – UKNSE does not sponsor employees for work permits.
The candidate must not have any pending criminal proceedings or have received criminal convictions in the past.
DEL staff recruited in Italy are subject to terms and conditions of service according to Italian employment law. The post does not attract any NATO-related benefits or privileges.
This position is a full-time, permanent role of 36 hours per week at DEL Grade S7. Working hours will be Monday to Friday, hours to be determined by line management. The starting salary will be €3,263.09 gross per month, rising in 8 annual increments to €4,567.57 gross per month.
Following the Direct Employment Labour contract, 13th and 14th month bonuses will be calculated.
About the role:
As DIO's principal in-country technical specialist, you will provide independent engineering and compliance assurance across a diverse estate portfolio. You will act as DIO's intelligent customer, scrutinising contractor performance, providing authoritative technical advice, and ensuring infrastructure works are delivered safely, compliantly, and to the required standards. You will work with a broad range of stakeholders including military personnel, UK civil servants, landlords, industry partners, contractors, and Italian authorities.
The role requires extensive technical knowledge, sound professional judgement, and excellent communication skills in both Italian and English. The successful candidate must be capable of working independently, making evidence-based decisions, and managing technical, safety, and compliance risks across the UK MOD estate in Italy. Travel throughout Italy will be required to support operational delivery and assurance activities.

Key Responsibilities
- Act as the DIO’s sole in-country Technical Authority, providing independent professional engineering advice and assurance across the UK MOD estate in Italy, ensuring compliance with UK MOD policy, Italian legislation, statutory regulations, and industry standards.
- Review and verify legal documentation related to land ownership and rights with local Italian land registries to support property acquisitions.
- Provide authoritative technical assurance and approval for property acquisitions, undertaking due diligence of legal, engineering, safety, and compliance matters, and advising senior management on infrastructure-related risks and liabilities.
- Verify warranty documentation for gas tanks to ensure compliance and safety. Liaise with the supplier to resolve issues relating to the provision, supply, maintenance, compliance, assurance, and health and safety (H&S;) of fuel, its infrastructure, and storage systems.
- Act as DIO's Intelligent Customer, independently scrutinising, challenging, accepting, or rejecting technical advice, recommendations, and outputs provided by the Industry Partner, contractors, consultants, and landlords.
- Conduct quality assurance checks on at least 5% of works completed by the Industry Partner and Landlords.
- Act as DIO's technical representative and expert witness in legal proceedings, disputes, claims, and regulatory matters, providing professional opinion and evidence relating to engineering, construction, compliance, and property-related issues.
- Maintain oversight of infrastructure compliance and assurance activities across the Italy estate, identifying areas of risk, recommending mitigation measures, and escalating significant compliance, safety, or engineering concerns to senior management.
- Promote and embed Quality Assurance practices throughout the UK MOD estate in Italy.
- Liaise with service persons, families, industry partners, maintenance contractors, and landlords, conducting site visits when necessary to confirm the scope and responsibilities of maintenance and construction work and provide assurance on all matters relating to quality, technical, compliance, and H&S.;
- Provide technical governance and assurance for building, refurbishment, maintenance, and Mechanical & Electrical (M&E;) works, ensuring that completed works meet statutory, mandatory, contractual, and operational requirements prior to acceptance by DIO.
- Comply with current Italian and British H&S; at work regulations.
- Provide specialist verbal and written interpretation and translation of technical, contractual, engineering, and legal documentation between English and Italian to support DIO business activities and informed decision-making and communications between all involved parties.
- Support procurement and commercial activities through the technical evaluation of quotations, specifications, contractor proposals, and engineering solutions, ensuring value for money and compliance with DIO requirements.
- Act as the lead technical adviser on Health, Safety, Environmental and Fire (SHEF) matters relating to infrastructure, ensuring compliance with both Italian and UK statutory requirements and supporting the management of estate-related risks.
- Represent DIO as the technical authority at SHEF, risk, compliance, and governance forums, providing independent assurance and professional advice on estate-related risks, contractor performance, and infrastructure compliance.
Qualifications:
- Degree-qualified in Mechanical Engineering, Electrical Engineering, Civil Engineering, Building Services Engineering, Construction Engineering, Building Engineering, or a related engineering discipline, or possess a recognised Master Tradesman qualification supported by substantial relevant infrastructure, engineering, construction, or facilities management experience.
- Fluency in written and spoken English and Italian.
- Full Italian Driving Licence.
- Ability to obtain and maintain MOD security clearance and satisfy DBS and Italian police check requirements.
