The agency was established in 2012 and is headquartered in Brussels, Belgium. /ppThe NCIA provides a wide range of services, including: /pulliCyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats. /liliCommand and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations. /liliSatellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces. /liliElectronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks. /liliInformation Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers. /li /ulh3The program /h3pAssistance and Advisory Service (AAS) /ppThe NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides,



maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V. /ppTo provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce. /ph3Role ID - HQ-AIRCOM-0001 /h3h3Role Background /h3pThis requirement addresses the need for proper accountability and management of Deployable Communication and Information Systems (D-CIS) currently deposited at the DACCC. /ppAt present, D-CIS systems are not fully recorded in any centralized logistics system. Certain components are owned by NCIA, while others were procured through NSPA. However, the D-CIS capabilities were delivered as complete systems, and individual components have not been systematically registered in any logistics system of record. /ppAs DACCC is now the designated user and responsible authority on behalf of ACO for managing this equipment, there is currently no clear guidance on which items should be recorded in which system. DACCC therefore requires expert support to:



/pulliIdentify all equipment components; /liliDetermine the appropriate system of record for each item; /liliInput and manage the data within the relevant systems. /li /ulpDACCC personnel do not possess the required system expertise. Additionally, only two of five authorized posts are currently occupied. During the last AIRCOM AI visit, related to the DACCC trial structure, it was agreed that, of the five posts currently identified in the Post Establishment (PE), three additional posts should be created to adequately manage all logistics tasks related to the Warehouse. /ppUntil additional posts can be covered by nations or converted into temporary civilian positions, contractor support is essential. /ph3Role Duties and Responsibilities /h3ulliIdentify and inventory all D-CIS-related equipment within DACCC facilities; /liliDetermine the appropriate system of record (e.g., NDSS, NCIS) for each item; /liliInput all relevant data into the appropriate system; /liliConduct physical inspections of warehouses and storage containers every two months; /liliEnsure all items are identified, labeled, and properly recorded; /liliApply barcodes to all identified items and register them in the system; /liliSupport the execution of a complete floor-to-book inventory; /liliProvide administrative and analytical support to the CSS Division in relation to the tasks described above, including the collection and consolidation of data, as well as the preparation of reports and inventories in compliance with NATO Financial Rules and ISPAS recommendations. /li /ulh3Deliverables /h3ulliD-CIS-related equipment inventory shall be presented monthly by the Contractor to the CSS Division; /liliDetailed written reports of physical inspections conducted in warehouses and storage /li /ul /p #J-18808-Ljbffr
