Duties and Responsibilities

1. Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. UNICRI is implementing a range of initiatives aimed at strengthening criminal justice systems, law enforcement cooperation and institutional responses to complex forms of crime. These initiatives seek to support national authorities and international partners through research, assessments, stakeholder consultations, capacity-building activities and the development of evidence-based policy recommendations. In this context, UNICRI requires the support of a consultant to contribute to analytical, research and assessment activities related to criminal justice, law enforcement cooperation, investigative processes and other priority thematic areas. The Consultant will support the development of methodological frameworks,



comparative assessments, consultation processes, pilot analytical exercises and strategic recommendations aimed at strengthening institutional capacities, enhancing operational effectiveness and informing future policy and programmatic initiatives. 2. Purpose of the assignment: Within the framework of the projects “Facilitating International Police and Judicial Cooperation in Selected Crime Areas” and “Facilitating International Police Investigation and Cooperation within EU and beyond”, the Consultant will support UNICRI in the design and implementation of research, assessment and capacity-strengthening activities aimed at enhancing criminal justice and law enforcement responses to complex and transnational forms of crime. The Consultant will contribute to the assessment of investigative processes, institutional capacities, legal and operational frameworks, identify opportunities for innovation and strengthening of investigative functions, and support the development of analytical reports, pilot activities, strategic recommendations and future-oriented roadmaps. 3. Specific tasks to be performed by the Consultant: Under the supervision of the Programme Officer, the incumbent will perform the following tasks: • Conduct research and comparative analysis on criminal justice and law enforcement practices. • Assess investigative, prosecutorial and related institutional processes. • Analyze operational, legal, governance and information management frameworks relevant to investigations, anti-corruption efforts, asset recovery and confiscation-related proceedings. • Support stakeholder consultations,



workshops and expert meetings. • Identify operational challenges, gaps and opportunities for strengthening investigative effectiveness and cross-institutional cooperation. • Support the design and implementation of pilot analytical exercises and/or proof-of-concept activities. • Prepare analytical reports, assessments and evidence-based recommendations. • Contribute to the development of strategic roadmaps and capacity-building recommendations.

Qualifications/special skills

An advanced university degree (Master's degree or equivalent) in Law, Criminal Justice, Criminology, International Relations, Political Science, Public Administration, Security Studies, Public Policy, Technology Governance or another related field is required. A first-level university degree combined with two additional years of relevant professional experience may be accepted in lieu of an advanced degree. At least 10 years of progressively responsible professional experience in criminal justice, law enforcement cooperation, anti-corruption, asset recovery, confiscation mechanisms, organized crime, public sector governance or related fields is required. Experience in conducting institutional assessments, comparative analyses, stakeholder consultations, policy development and capacity-building initiatives is required. Experience working with law enforcement agencies, prosecution services, anti-corruption bodies, asset recovery offices, international organizations or governmental institutions is highly desirable.

Languages

For this position, fluency in oral and written English and Italian is required. Working knowledge of Spanish is highly desirable.
