BB&E; is seeking a senior Facility Planner to support NAVFAC EURAFCENT Headquarters in Naples, Italy. This non-supervisory role will provide professional facilities and master-planning support for Navy, Marine Corps, and other Supported Commands across the EURAFCENT area of responsibility. This position is contingent upon contract award.
Job Duties & Responsibilities
- Develop Area Development Plans, Installation Development Plans, Capital Improvements Plans, Asset Evaluations, Basic Facility Requirements, Facility Planning Documents, special studies, DD1391s, site approvals, SRM documentation, DD1354s, economic analyses, parametric estimates, Integrated Priority Lists, POM submissions, and Business Case Analyses
- Coordinate Host Nation site approvals, local-community and non-DoD interfaces, real-estate requirements and leasing-action packages, space assignments, utilities, energy, housing, and other planning products
- Integrate expertise from Environmental, Real Estate, Public Works, and other organizations; maintain working knowledge of the Shore Facilities Planning System and recommend process improvements
- Lead multi-discipline base- and asset-development teams and evaluate demographics, development trends, economics, sustainability, cost, mission, land use, encroachment, environmental, utility, and Navy planning requirements
- Incorporate antiterrorism/force protection, electromagnetic radiation, explosive and air safety, noise, energy, environmental, utility, and Host Nation requirements into planning and site approvals
- Use NAVFAC business systems and planning technologies, including GIS, ieFACMAN, eProjects, EPG, and iNFADS, to support execution and asset management
- Review engineering drawings and facility and utility data for alignment with master plans; prepare site plans and project descriptions; translate technical requirements into planning documents; and evaluate opportunities, costs, risks, and paybacks
- Apply urban-planning, land-use compatibility, constraints, sustainability, AICUZ, encroachment, AT/FP, PPBS, and NAVFAC site-approval principles
- Coordinate with Host Nation and NATO liaisons and ensure planning complies with U.S. law, Unified Facilities Criteria, DoD policy, Host Nation law, SOFA requirements, and OPNAVINST 11010.20J
- Align local plans with global, regional,
and installation initiatives; balance priorities; advise senior military and civilian stakeholders; and complete required training and administrative work
Requirements
- Professional Standing: The position may be filled by an AICP Planner, Professional Engineer in any discipline, or Registered Architect
- Federal/Government Experience: Professional facilities-planning experience on U.S. Department of Defense or similar government-agency projects
- Planning Codes & Criteria: Knowledge of DoD and Navy criteria, UFCs/UFGS, IBC, NFPA 101, industry standards, and accepted master-planning practices
- Jurisdictional Requirements: Knowledge of local, state, federal, and foreign-country laws, codes, and statutory requirements affecting architecture and master planning across the NAVFAC EURAFCENT AOR
- Multi-Discipline Integration: Knowledge of architectural and engineering fields and their impacts on planning and land use
- Technology: Knowledge and experience with GIS, Microsoft Office, architectural design and analysis software, and applicable DoD systems
- Project Delivery: Ability to prepare scope- and cost-loaded planning products and monitor complex planning and design projects through timely completion within budget
- Communication: Ability to read, write, and speak fluent English; CEFR C1 is preferred, and B2 is the minimum
- Location: Willingness and ability to relocate to and work on site in Naples, Italy
- Background Investigation: Ability to successfully pass required security background investigations
Experience & Education
- Experience: A minimum of ten (10) years of professional, code-compliant facilities-planning experience involving real-estate actions, master planning, and adjacent design, supplemented by substantial hands-on facilities-planning experience
- Education: A Bachelor's or Master's degree in Planning, Engineering, or Architecture from an accredited college or university is required
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time.
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle, or feel objects or controls; reach with hands and arms.
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away.
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone.
