ORGANIZATIONAL CONTEXT: The position is located in the Supply Chain and Delivery Division (SCD) at Headquarters (Rome), within the Global Commodity Tracking and Fund Management Unit.
The unit is responsible for global governance and oversight of Food Transfer Cost (FTC) planning, monitoring, and financial management processes across all Regional Office and Country Offices. It ensures alignment between operational supply chain activities and financial planning frameworks through standardized tools, systems, and corporate processes, including the FTC Budget Matrix and corridor budgeting solutions.
JOB PURPOSE:
The Logistics Officer (CST) is responsible for global coordination, governance, and system support of FTC budgeting frameworks and financial processes, ensuring standardized planning, accurate monitoring, and compliance across all operations.
The role supports the implementation and continuous improvement of the Supply Chain digital matrix for FTC budgeting, strengthens financial governance, and ensures effective integration between operational planning and corporate financial frameworks through technical guidance, analytical support, and capacity development.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
A. FTC Budget Governance and Oversight
- Support the development, implementation, and enforcement of FTC budgeting frameworks and corporate guidelines
- Review and support approval of FTC budgets, funding proposals, and cost structures
- Ensure consistency and standardization of FTC planning across Country Offices
- Contribute to corridor cost structuring and financial governance processes
B. FTC Budget Matrix (System Support)
- Support implementation and global rollout of the FTC Budget Matrix
- Maintain and enhance the Supply Chain digital matrix in coordination with TEC
- Ensure system functionality, usability, and alignment with evolving business requirements
- Integrate operational feedback into system improvements and enhancements
C. Financial Monitoring and Reporting
- Conduct FTC fund monitoring and analysis of expenditure and commitments
- Track outstanding commitments and support corrective actions
- Contribute to corporate reporting and financial performance analysis
- Support financial closure processes related to supply chain operations
D. Compliance, Audit, and Assurance
- Support compliance monitoring and participation in missions as required
- Review audit and evaluation findings and support follow-up actions
- Contribute to audit readiness and financial accountability processes
- Ensure adherence to corporate financial policies and standards
E. Operational and Technical Support to Country Offices
- Provide guidance on FTC budget preparation, revision, and implementation
- Support Country Offices in applying corporate budgeting methodologies
- Assist in resolving system and financial planning issues
- Strengthening alignment between operational activities and financial frameworks
F. Capacity Development and Knowledge Management
- Design and deliver training programmes on FTC budgeting tools and processes
- Develop guidance materials, tools, and knowledge resources
- Support continuous learning and knowledge transfer across COs and RBs
- Strengthen user adoption of the FTC Budget Matrix and related systems
G. Cross-Functional Coordination
- Coordinate with HQ functions including Finance, Programme, Supply Chain, and TEC
- Support alignment between financial planning, operational processes, and systems
- Contribute to system development and enhancement initiatives

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Experience in FTC budgeting, financial planning, or supply chain cost management
- Experience supporting system implementation or digital tools (e.g. budgeting matrix)
- Experience in data analysis, reporting, and financial monitoring
- Experience working with cross-functional teams (Finance, Programme, Supply Chain, IT/TEC)

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Certificate in Logistics Management or Supply Chain Design from a recognized institution is required.
Experience:
Minimum 5 to 7 years of relevant progressively experience in supply chain, preferably on inventory and supply chain budget management area or other related areas.
Language:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
