JOB TITLE: Early Warning and Risk Analyst (conflict risks)

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Early Warning and Forecasting Unit in the Food Security and Nutrition Analysis Service (PRG-FF) plays a critical role in anticipating and mitigating the impacts of food insecurity worldwide. By leveraging cutting-edge data analytics, forecasting models, and real-time information and providing analytical support on early warnings, the unit supports decision-making processes to preempt crises and ensure timely interventions in vulnerable regions. The build-out of early warning tools to enhance WFP’s early warning capacity requires the unit to invest time and resources.

The PRG-FF unit also leads on corporate early warning tools such as the Watch List, the Corporate Alert System and the FAO-WFP Hunger Hotspots early warning report on acute food insecurity. It strongly contributes to the Horizon Scanning Report process of the Inter-Agency Standing Committee (IASC). To fulfil these responsibilities,



the PRG-FF undertakes research and analysis and collaborates with other units within the PRG-F division and other WFP services, such as EPR, Nutrition, and other humanitarian agencies, and partners in academic and research institutions, as well as WFP Regional and Country Offices.

To support these efforts, WFP is recruiting an conflict risk analyst with a proven track record of producing analysis on conflict trends and drivers. The Early Warning and Risk Analyst (conflict risks) will report to the head of the Unit.

ACCOUNTABILITIES/RESPONSIBILITIES:

- Conduct monitoring and systematic research to identify emerging political and conflict risks that could affect WFP’s operations and create additional humanitarian needs for assigned geographical regions;
- Alert on risks by providing early warning analysis in collaboration with other team members, relevant units and WFP more broadly. Inform and contribute to a variety of regular products and processes: Early Warning Watch List, Hunger Hotspot report with FAO and, WFP’s Corporate Alert System (CAS);
- Draft forward-looking conflict analysis briefs, scenarios, risk assessments and on-demand briefs for senior divisional and WFP management;
- Contribute to the development of the conflict risk early warning methodology, including new data-based analysis and forecasting techniques;
- Contribute to integrated risk analysis through close coordination with economic and natural hazard experts as well as data scientists within the unit and WFP;
- Support the coordination and production of the Early Warning Watch List and Corporate Alert System;
- Support and collaborate in the development of an Early Warning Tool supported by a collaboration with Google Research;
- Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
- Timely production of risk analysis for the Early Warning Watch List, CAS, the IASC Horizon Scanning Report, Hunger Hotspot Report.
- Scheduled and on-demand analytical briefs, and case-specific ad-hoc research and analysis regarding conflict risks and food security impact.
- Analytical and technical support to Regional and Country Offices.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

- Advanced University degree in International Relations, Political Science, Conflict Analysis or other relevant fields.

Experience

A minimum of 5 years of experience in research and analysis related to conflict, political stability or humanitarian needs. Experience in early warning and risk analysis for risk of conflict, political instability is an advantage.

Knowledge & Skills:

- Knowledge of humanitarian operations, ideally including WFP operations, particularly food security assessments, methods and systems is an advantage.
- Strong writing skills with a demonstrated ability to research and draft clear, concise analytical briefs.
- Excellent analytical and conceptual skills.
- Ability to work both with minimal supervision and as part of a team.
- Ability to deliver outputs by agreed deadlines,



sometimes at very short notice.
- Ability to establish effective working relations with persons of different national and cultural backgrounds.
- Strong ability with MS Word and Excel. Knowledge of design or graphic software is an advantage.

Languages

Fluent in English, including clear and concise writing skills; at least working knowledge (level B) of Spanish, French or Arabic is required
