The Work Package Manager (Project Manager) is responsible for the overall leadership, management, and successful delivery of two offshore packages on a major offshore oil and gas facility in North Africa. The role, which will be performed from Milan, ensures the safe, timely, and cost-effective execution of engineering, procurement, fabrication, construction, transportation, offshore installation, pre-commissioning, commissioning support, and handover activities associated with the facilities and related platform modifications.

The position serves as the primary focal point for all package activities, coordinating multidisciplinary teams, contractors, fabrication yards, certification bodies, marine contractors, and client stakeholders to ensure alignment with project objectives, contractual requirements, and operational readiness targets.
The role is primarily based in Milan and requires regular travel to fabrication yards, contractor offices, ports, and offshore execution locations as required.
Key Responsibilities
Project Management & Leadership
- Lead and manage the Work Package in accordance with the approved Project Execution Plan (PEP).
- Establish execution priorities and ensure alignment between engineering, procurement, fabrication, transportation, installation, commissioning, and handover activities.
- Develop and maintain the execution strategy, objectives, milestones, and performance metrics.
- Provide leadership to multidisciplinary project teams and ensure effective collaboration across all project functions.
- Ensure compliance with HSE, quality, environmental, regulatory, and contractual requirements throughout project execution.
- Act as the primary focal point between the Client, Consortium, contractors, and project management team regarding package related matters.
Engineering Management
- Oversee all engineering activities related to the jacket, topsides, living quarters, utilities, process systems, marine systems, and FMWR interfaces.
- Ensure timely review and approval of engineering deliverables, design changes, technical queries, and vendor documentation.
- Monitor engineering progress and address bottlenecks affecting procurement and construction activities.
- Coordinate constructability reviews, HAZOP/HAZID actions, model reviews, and design verification activities.
- Ensure effective management of technical interfaces between package modifications, subsea systems, drilling packages, and offshore operations.
Procurement & Supply Chain Management
- Monitor procurement activities for critical equipment, long-lead items, bulk materials, and vendor packages.
- Ensure alignment between procurement schedules, fabrication requirements, and project milestones.
- Oversee expediting, inspection, logistics, and transportation activities.
- Support the resolution of supplier performance issues and delivery risks.
- Ensure procurement activities comply with contractual and project requirements.
Construction & Fabrication Management
- Direct fabrication and construction activities across multiple fabrication yards and contractor facilities.
- Monitor productivity, progress, quality performance, and contractor resource deployment.
- Ensure construction activities are executed safely and in accordance with approved procedures and specifications.
- Lead resolution of fabrication issues, NCRs, construction constraints, and field engineering matters.
- Verify readiness for mechanical completion and handover activities.
Installation & Marine Operations
- Oversee transportation, load-out, sea fastening, marine spread readiness, and offshore installation activities.
- Coordinate with transportation and installation contractors, marine warranty surveyors, certification authorities, and offshore stakeholders.
- Ensure offshore installation plans, procedures, risk assessments, and execution schedules are adequately reviewed and approved.
- Monitor offshore campaign readiness and ensure all prerequisites are achieved prior to execution.
- Lead resolution of marine and installation-related interfaces and risks.
Contract & Commercial Management
- Administer WHPA package contractual obligations and ensure compliance by all parties.
- Review contractor performance against schedule, cost, quality, and contractual commitments.
- Evaluate and recommend approval of change orders, variation requests, claims, and progress payment applications.
- Support project controls in forecasting final cost, contingency requirements, and performance reporting.
- Participate in commercial negotiations and dispute resolution as required.
Project Controls, Planning & Reporting
- Ensure development and maintenance of detailed schedules, recovery plans, and execution forecasts.
- Monitor progress against approved baselines and key project milestones.
- Identify schedule risks and implement mitigation and acceleration measures where required.
- Review cost reports, earned value metrics, and productivity indicators.
- Prepare regular reports and presentations for senior management and client stakeholders.
Interface & Stakeholder Management
- Manage interfaces with Directorate, Onshore, Sealines,
Subsea Modification, Drilling, Operations, and Commissioning teams.
- Coordinate activities among engineering contractors, fabrication yards, equipment vendors, certifying bodies, and operational stakeholders.
- Lead management meetings, progress reviews, and interface workshops.
- Ensure effective communication and alignment of project objectives across all stakeholders.
Risk, Quality & HSE Management
- Promote a strong safety culture and ensure full compliance with project HSE requirements.
- Identify, assess, and manage technical, commercial, schedule, and operational risks.
- Ensure implementation of mitigation actions and contingency plans.
- Support audits, inspections, quality reviews, and certification activities.
- Ensure timely closure of non-conformances, punch list items, and corrective actions.
Commissioning & Handover
- Support development of commissioning, start-up, and operational readiness strategies.
- Ensure completion and handover dossiers are prepared in accordance with project requirements.
- Coordinate mechanical completion, commissioning support, and final acceptance activities.
- Ensure Project close-out activities are completed efficiently and lessons learned are captured.
Qualifications & Experience
- Bachelor's Degree in Mechanical, Civil, Structural, Marine, Offshore, Electrical, or related Engineering discipline.
- Professional Project Management qualification (PMP, IPMA, PRINCE2, or equivalent) preferred.
- Minimum 15 years of experience in the oil and gas industry.
- Minimum 10 years of experience managing major offshore EPC/EPCI/EPIC projects.
- Demonstrated experience with fixed offshore platforms, jackets, topsides, drilling facilities, and offshore installation campaigns.
- Experience managing multi-location fabrication and construction programs.
- Strong knowledge of offshore transportation and installation methodologies.
- Experience coordinating marine operations, certification activities, and marine warranty requirements.
- Excellent understanding of project controls, contract management, procurement, risk management, and project execution methodologies.
- Familiarity with international offshore codes and standards including API, ISO, IEC, DNV, SOLAS, and IMO requirements. xkiyazw
- Previous experience in Mediterranean, North African, or Middle East offshore oil and gas projects is highly desirable.
