ORGANIZATIONAL CONTEXT: Established in September 2017, the Risk Management Division (RMD) aims to strengthen, embed and achieve continuous improvements in risk management, internal control and compliance, oversight reporting, anti-fraud & anti-corruption (AFAC) measures and donor review management throughout WFP, and organizational learning in these areas, in line with Internal Control Framework (approved by the Executive Director in 2015), WFP’s 2018 Enterprise Risk Management Policy, 2018 Oversight Framework and 2021 Revised Anti-Fraud and Anti-Corruption Policy. RMD also provides functional leadership to a network of Risk Officers located in regional offices and higher risk country offices (COs).

The RMD division supports the strengthening of risk management, internal controls, management accountability and oversight across WFP by providing guidance, training and advisory services to colleagues at all levels. It also consolidates evidence-based analysis and reporting on risk management, internal controls and oversight findings, contributing to enhanced governance, accountability and informed decision-making throughout the organization.

PURPOSE OF THE ASSIGNMENT:

The Consultant reports to the Deputy Director and provides analytical, coordination and operational support across the Division's portfolio. The incumbent contributes to a broad range of activities related to workforce planning, reporting, risk management, internal controls, organizational effectiveness, communications, learning and staff engagement. The consultant is expected to demonstrate strong analytical, drafting and stakeholder engagement skills,



while supporting divisional priorities and cross-functional initiatives as required.

DUTIES AND ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Deputy Director who serves as RMD Staffing Coordinator & functional reviewer, the Consultant will perform the following staffing-related duties:

General Communications, Learning & Staff Engagement:

- Supporting internal communications, knowledge-management and learning initiatives;
- Contributing to the organization of workshops, retreats, training sessions and staff engagement activities;
- Maintaining and update divisional communication platforms, including the RMD WFPgo webpage and RMD Collections pages, in consultation with team leads, ensuring information remains accurate, current and accessible;
- Supporting preparation of communication products, briefing materials and awareness campaigns.
- Promoting incorporation of organizational priorities, including diversity, inclusion and gender considerations, into divisional activities where appropriate.

Support workforce planning and talent management activities across the Division by:

- Supporting recruitment and selection processes;
- Coordinating with HR and hiring managers on staffing actions;
- Maintaining workforce planning trackers, staffing databases and related documentation;
- Preparing analytical reports, recommendations and briefing materials for management;
- Supporting onboarding and orientation activities for newly recruited personnel.

Organizational Effectiveness and Coordination:

- Preparing reports, presentations, briefing notes and management information products;
- Monitoring follow-up actions and supporting implementation of divisional workplans;
- Liaising with colleagues across all units within the Division and with Regional Risk Teams to identify issues, facilitate coordination, promote streamlined processes and support the effective implementation of divisional priorities.
- Contributing to workforce analytics and organizational planning exercises;
- Supporting knowledge management and information-sharing initiatives.

The incumbent will also support RMD’s work plan by performing the following duties, inter alia, as required: Risk Management, Internal Control & Oversight:

- Contributing to analytical work related to risk management, internal controls and oversight activities;
- Assisting in the collection, review and analysis of information to support management reporting and decision-making;
- Supporting the preparation of reports, presentations and briefing materials relating to governance, accountability and risk management matters;
- Contributing to divisional initiatives aimed at strengthening internal control and management accountability

MINIMUM QUALIFICATIONS:

Education:

Advanced University degree, or first level degree with extensive work experience, in business/public administration, human resources, international development, international relations or another relevant field.

Experience:

Minimum 5 years of progressive professional experience in project management or human resources management (talent development/ acquisition).

Knowledge & Skills:

- Knowledge of United Nations/WFP governance, organizational structures, policies and procedures. Experience supporting cross-functional coordination, reporting and business processes is desirable




- Demonstrated client- and action-oriented mindset and ability to deliver high-quality work independently.
- Ability to establish effective working relationships with people of different national and cultural backgrounds.
- Analytical, evaluative, and problem-solving skills with demonstrated resourcefulness, initiative, good judgement, tact, diplomacy and strong oral and written communication skills.
- Excellent knowledge and use of IT systems such as Microsoft Office (Word, PowerPoint, Excel) to meet business needs including in data management and reporting, ensuring data quality and creating and cleaning datasets.

Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official United Nations language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
