Construction Superintendent – Fabrication Yard

Location: Ravenna, Italy
Project: WHP-A Offshore Wellhead Platform
Reports to: Construction Manager – Fabrication Yard

Functional / Operational Supervision

The Construction Superintendent will provide day-to-day coordination and operational direction to:

- Area Construction Superintendents
- Structural Superintendent
- Mechanical Superintendent
- Piping Superintendent
- Electrical & Instrumentation Superintendent
- Field Engineers
- Construction Coordinators
- Construction Supervisors / Foremen
- Construction subcontractors

The discipline superintendents may retain their formal reporting lines to the Construction Manager; however, the Construction Superintendent will act as the Construction Manager’s principal field deputy and primary day-to-day execution coordinator.

Position Purpose

The Construction Superintendent is the right hand of the Construction Manager for the execution of all fabrication yard construction activities associated with the WHP-A Offshore Wellhead Platform.

The role is responsible for translating the Construction Manager’s execution strategy, priorities and commitments into coordinated daily and weekly construction activities across all disciplines and work fronts.

The Construction Superintendent will maintain continuous visibility of field activities and ensure effective coordination between Structural, Piping, Mechanical, Electrical & Instrumentation, Painting, Insulation, Preservation, Mechanical Completion and associated construction activities.

The position has a strong field execution focus and is expected to maintain a significant presence in the fabrication yard.

The Construction Superintendent shall support the Construction Manager in achieving:

In the absence of the Construction Manager, the Construction Superintendent may be required to coordinate the day-to-day construction organization and represent the Construction Manager on operational construction matters within the authority delegated by the Construction Manager.

Main Responsibilities

1. Construction Manager’s Field Deputy

Act as the Construction Manager’s principal deputy for day-to-day fabrication yard execution.

Responsibilities include:

- Translate Construction Manager priorities into daily and weekly field actions.
- Follow up execution decisions through the construction organization.
- Coordinate discipline superintendents and ensure alignment between work fronts.
- Maintain continuous awareness of construction status, constraints and emerging risks.
- Escalate significant schedule, safety, quality, engineering or resource issues to the Construction Manager.
- Ensure actions agreed during construction meetings are implemented in the field.
- Support the Construction Manager in establishing execution priorities.
- Represent the Construction Manager at operational meetings when delegated.
- Maintain continuity of construction leadership when the Construction Manager is unavailable.

The Construction Superintendent is expected to understand the overall construction picture rather than operate as a single-discipline superintendent.

2. Daily Fabrication Yard Execution

Lead and coordinate day-to-day execution of fabrication activities including:

- Structural steel fabrication
- Structural assembly and erection
- Pipe spool fabrication and installation
- Mechanical equipment installation
- Mechanical assembly
- Electrical installation
- Instrument installation
- Painting and coating
- Insulation
- Preservation
- Modular integration
- Mechanical completion
- Pre-commissioning support
- Load-out preparation

Ensure that individual disciplines operate as an integrated construction organization rather than independent work groups.

3. Work Front Management

Ensure construction teams have executable and productive work fronts.

This includes verifying availability of:

- Approved IFC drawings
- Materials
- Equipment
- Construction procedures
- Approved method statements
- Required permits
- Access and scaffolding
- Cranes and lifting equipment
- Construction tools and temporary facilities
- QA/QC inspection coverage
- Required engineering clarification

Identify constraints before they affect field productivity and drive their resolution with the responsible departments.

Maintain particular attention to work-front continuity and prevent manpower from being mobilized to areas that are not ready for productive execution.

4. Multidiscipline Coordination

Coordinate interfaces between:

- Structural
- Piping
- Mechanical
- Electrical
- Instrumentation
- Painting
- Insulation
- Preservation
- Mechanical Completion
- Pre-commissioning

Identify physical, sequence and access conflicts between disciplines and ensure they are resolved before affecting construction.

Coordinate priorities where several disciplines require access to the same area or system.

Ensure construction sequencing supports the overall project schedule and mechanical completion philosophy.

5. HSE Leadership

Demonstrate visible HSE leadership throughout fabrication yard activities.

Responsibilities include:

- Promote the project Zero Harm philosophy.
- Maintain strong field presence and safety leadership.
- Ensure construction activities comply with project HSE requirements.
- Participate in toolbox meetings and construction safety meetings.
- Verify permit-to-work compliance.
- Ensure appropriate risk assessments and Job Safety Analyses are implemented.
- Identify unsafe conditions and intervene when required.
- Ensure lifting, working at height, confined space and other high-risk activities are properly controlled.
- Support incident investigations.




- Ensure corrective actions are implemented.
- Promote proactive hazard identification and safety observations.

The Construction Superintendent has the authority and responsibility to stop unsafe work.

6. Construction Planning and Schedule Execution

Work closely with the Construction Manager and Planning team to convert the project schedule into executable field priorities.

Responsibilities include:

- Review daily, weekly and look-ahead construction schedules.
- Confirm that planned activities have executable work fronts.
- Monitor actual progress against planned progress.
- Identify potential delays and construction bottlenecks.
- Develop recovery actions with discipline superintendents.
- Coordinate manpower and equipment priorities.
- Ensure critical-path activities receive appropriate attention.
- Support development of construction sequencing and recovery plans.
- Verify that field execution reflects agreed project priorities.

The Construction Superintendent shall maintain a strong understanding of the relationship between current field activities and upcoming project milestones.

7. Productivity and Manpower Management

Monitor construction productivity across all disciplines.

Responsibilities include:

- Review manpower deployment by discipline and work front.
- Identify underutilized resources.
- Challenge inefficient working methods.
- Monitor progress against manpower expenditure.
- Coordinate redistribution of manpower where required.
- Identify productivity constraints.
- Support corrective and recovery measures.
- Ensure supervisors and subcontractors maintain adequate field supervision.

Provide the Construction Manager with clear visibility of actual field productivity and resource utilization.

8. Engineering Interface

Support a construction-driven engineering approach by identifying and resolving engineering constraints affecting fabrication.

Responsibilities include:

- Identify missing or late IFC drawings.
- Raise and follow up technical queries.
- Coordinate field engineering requirements.
- Participate in constructability reviews.
- Identify design conflicts affecting fabrication.
- Support resolution of site modifications.
- Ensure engineering changes are communicated to affected construction teams.
- Minimize rework caused by drawing or design issues.

Engineering issues affecting construction progress shall be identified early and escalated appropriately.

9. Procurement and Material Interface

Coordinate closely with Procurement, Material Control and Warehouse functions to ensure materials support construction priorities.

Responsibilities include:

- Identify critical material requirements.
- Monitor material availability for upcoming work fronts.
- Identify shortages affecting construction.
- Establish field material priorities.
- Coordinate material delivery to construction areas.
- Ensure appropriate storage and preservation.
- Escalate critical shortages to the Construction Manager.

Construction priorities shall be clearly communicated to Procurement and Material Control.

10. Quality and Mechanical Completion

Ensure construction execution meets project quality requirements.

Work closely with QA/QC teams regarding:

- Inspection and Test Plans
- Welding quality
- NDT requirements
- Dimensional control
- Installation inspections
- NCR resolution
- Rework
- Punch lists
- Mechanical completion
- Quality documentation

Ensure that completed work is progressively inspected and handed over rather than allowing inspection, punch-list and documentation activities to accumulate toward the end of fabrication.

Drive construction teams toward systematic mechanical completion and progressive handover.

11. Subcontractor Management

Provide day-to-day field coordination and performance monitoring of fabrication subcontractors.

Responsibilities include:

- Monitor subcontractor manpower.
- Monitor productivity.
- Verify availability of supervisors.
- Coordinate work fronts.
- Review daily progress.
- Identify performance issues.
- Ensure compliance with HSE and quality requirements.
- Resolve field-level interfaces and conflicts.
- Escalate contractual or significant commercial matters to the Construction Manager.

Maintain clear accountability for subcontractor performance.

12. Construction Meetings and Reporting

Lead or participate in:

- Daily construction coordination meetings
- Daily superintendent meetings
- Weekly construction planning meetings
- Look-ahead meetings
- HSE meetings
- Mechanical completion meetings
- Interface meetings
- Subcontractor coordination meetings

Provide the Construction Manager with concise and accurate reporting covering:

- Progress achieved
- Planned versus actual performance
- Critical work fronts
- Manpower
- Productivity
- Engineering constraints
- Material shortages
- Quality issues
- HSE concerns
- Mechanical completion status
- Key decisions required
- Recovery actions

The Construction Superintendent should ensure that problems are accompanied by a proposed action or recovery solution wherever practicable.

13. Field Problem Resolution

Take ownership of day-to-day construction problems and drive them to closure.

The role is expected to:

- Identify problems early.
- Establish responsible parties.
- Define required actions.
- Set realistic closure dates.
- Follow up until resolution.
- Escalate when resolution requires management intervention.

The Construction Superintendent shall prevent routine construction issues from unnecessarily consuming the Construction Manager’s time while ensuring significant risks are escalated promptly.

Mechanical Completion and Punch Management

Drive construction toward progressive mechanical completion.

Responsibilities include:

- Coordinate completion priorities by system and area.
- Monitor outstanding construction works.
- Drive punch-list closure.
- Ensure access is maintained for inspection and completion.
- Coordinate discipline close-out activities.
- Support turnover package completion.
- Ensure outstanding works are clearly identified and assigned.
- Coordinate construction support for pre-commissioning.

The objective is to achieve orderly and progressive completion rather than a large backlog immediately before load-out.

15. Load-Out Readiness

Support the Construction Manager in preparing the WHP-A facilities for load-out.

Responsibilities include coordination of:

- Construction completion
- Mechanical completion
- Punch-list closure
- Preservation
- Final inspections
- Temporary works
- Access requirements
- Weight-control activities
- Sea-fastening interfaces
- Load-out preparation activities
- Readiness reviews
- Handover to the offshore installation team

Ensure that construction activities required for load-out are identified sufficiently early and incorporated into field priorities.

Candidate Profile

The ideal candidate should have:

- 15+ years of construction experience on major EPC / Oil & Gas projects.
- Significant experience in fabrication yard construction.
- Strong offshore Oil & Gas fabrication experience.
- Previous experience as Construction Superintendent, General Superintendent, Senior Superintendent or equivalent.
- Demonstrated experience coordinating multiple construction disciplines.
- Strong practical understanding of structural, piping, mechanical and E&I; construction.
- Experience with offshore platforms, topsides, jackets or wellhead platforms.
- Strong HSE leadership.
- Demonstrated ability to manage large construction workforces and subcontractors.
- Strong understanding of construction planning, productivity and work-front management.
- Experience with mechanical completion and load-out preparation.
- Ability to operate effectively under significant schedule pressure.
- Strong communication and coordination capability.
- Ability to act with delegated authority on behalf of the Construction Manager when required.

Position within the Construction Organization

The Construction Superintendent is intended to be the Construction Manager’s principal execution partner in the fabrication yard.

The distinction between the two positions should remain clear:

Construction Manager: accountable for the overall construction organization, strategy, priorities, project interfaces, senior client engagement, overall performance and final construction delivery.

Construction Superintendent: accountable for converting those priorities into effective day-to-day field execution, coordinating the discipline superintendents, maintaining work-front readiness, driving productivity and resolving construction constraints.

The Construction Superintendent should therefore be the Construction Manager’s eyes and ears in the yard and the primary driver of daily execution, allowing the Construction Manager to maintain focus on overall project leadership, major interfaces, schedule, cost, client matters and strategic decisions.
