JOB TITLE: LTC Preparedness Consultant TYPE OF CONTRACT: Consultancy Level CST-2

ORGANIZATIONAL CONTEXT

The Emergency Logistics and Telecommunications Cluster (LTC) is a global network of organizations that work together to provide shared communications services in humanitarian emergencies. Under the global leadership of WFP, LTC is one of the 8 clusters designated by the Inter-Agency Standing Committee (IASC). The LTC works with governments, national businesses, and local communities to better prepare for and respond to disasters, as well as build communications resilience, moving from managing disaster to managing risk.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Information Technology Emergency Preparedness and Response Branch (TECF) within WFP is responsible for coordinating and managing the IT response to emergencies. WFP is also the global lead agency of the Logistics and Telecommunications Cluster (LTC) which is a global network of organizations that work together to provide shared technology services in humanitarian settings. The LTC strategy seeks to ensure that all those responding to humanitarian emergencies have access to vital information and communication technology (ICT) services.

A core strength of the LTC is its ability to respond to disasters (natural and man-made). An area of increasing focus for the LTC is in preparedness. The preparedness agenda recognizes that by strengthening preparedness and resilience of stakeholders in the area of ICT (e.g., government, the private sector, humanitarian agencies, communities) we ensure a more effective response.

Under the supervision of the Global LTC Global Coordinator, the ETC Preparedness Officer will be part of the Global LTC team, based at WFP Headquarters in Rome, Italy.

ACCOUNTABILITIES/RESPONSIBILITIES

Lead the development, design,



and implementation of assigned LTC preparedness activities at global level, with delivery of technical advisory/oversight. To achieve this:

•Continue to deliver LTC telecommunications preparedness services in at least 3 active countries and expand the portfolio to at least two new countries, where there are expressions of interest.

•Support development, roll out, and necessary updates of the LTC preparedness plan at the global level.

•Building on the initial ETC Preparedness Service Delivery Model, continue to refine the related package, enabling at-risk countries to assess disaster and other key risks and reinforce national preparedness plans.

•Support in collection of data and analysis for Return-on-Investment methodology for at least 1x country.

•Support government national disaster focal points meeting to enable south-south cooperation and synergies between similar risk profile countries.

•LTC country engagements to share experiences, opportunities, and ways ahead.

•Perform desk-based research, and collaborate closely with LTC telecommunications partners in preparedness, to develop comprehensive ICT country profiles for at-risk countries.

•Building on the LTC country prioritization methodology, apply and publish the prioritization of high-risk countries, at least once a year, informing LTC partnership of the rationale.

•Identify and coordinate with relevant global stakeholders, including specifically LTC telecommunications partners, on disaster/conflict risk analysis in the emergency telecoms sector, for country contexts as required.

•Support in design and deliver of trainings, workshops, and simulation exercises in preparedness and resilience on a global level.

•Represent Global LTC at relevant events, as required.

•Plan for and produce preparedness communications content and technical guidance materials on LTC preparedness activities to share via online channels

•Perform other duties, as required.

DELIVERABLES AT THE END OF THE CONTRACT:

•LTC global level telecommunications preparedness and resilience projects and activities implemented in a high quality and timely manner, and implementation portfolio expanded to 2 - 3 countries.

•National government facing LTC telecommunications preparedness training and other capacity building modules, developed and rolled out for country/regional application.

•Up-to-date advisory and situational information on preparedness and resilience (including ICT country profiles for active implementation countries) available online for consumption by relevant stakeholders.

•Refresh country prioritization methodology and checklist.

•Organize government stakeholders meeting with dedicated high-level findings document.

▪Lessons learned workshop devised and delivered, including a high-level findings report published.

▪Reporting to relevant stakeholders (donors and LTC telecommunications partners) done in a high quality and timely manner.

▪Preparedness-related communication materials produced, against a plan/calendar of annual communications activities for LTC preparedness

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

▪ University degree in Telecommunications, Engineering, Information, Development Studies, Disaster Risk Management and/or Project Management or any related discipline.

Experience

Skills

▪At least 5 years of relevant progressively responsible professional experience.

▪ Experience in implementing Disaster Risk Reduction, or resilience projects.





▪Knowledge in IASC policies related to Cluster activity as well as broader UN humanitarian principles pertaining to emergency preparedness and response.

▪Knowledge of WFP/IT/ETC/LTC policies and strategies on national and international emergency issues, particularly relating to preparedness, response, and recovery.

▪Knowledge of the latest developments and trends in emergency preparedness and response management related fields, early recovery, and integrated planning.

▪Tact and ability to work harmoniously with people from different national and cultural backgrounds.

▪Ability to identify, research, analyze and synthesize complex information and produce concise and analytical reports under time constraints.

▪Ability to work under pressure and on multiple tasks.

▪Ability to work independently with minimum supervision.

▪Strong oral and written communication skills.

Languages

Fluency in oral and written English is required.

Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
