The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. BACKGROUND:
In accordance with Reference (a), “SECNAV INSTRUCTION 1730.7E,” the Professional Naval
Chaplaincy provides for the religious needs and obligations of their people at the very moments and in the very places where the nation demands the most of its service members and is least able to serve them. Ref (a) stipulates that the Commanders will support the free exercise of religion, and have a Command Religious Program (CRP) that accommodates the religious needs, preferences, and rights of the command members, eligible family members, and other authorized users.
2. SCOPE:
2.1 This is a non-personal service contract for PDRE for Naval Support Activity, Naples, IT (NSA
Naples). The Government will not exercise any direct supervision or control over the contract service
providers performing the services herein. The contractor shall serve as a director of Protestant Religious
Education within the Naples community. The PDRE contractor consults and coordinates with the
Command Chaplain and the senior Protestant Chaplain assigned to the Naval Base.
2.2 Contractor must uphold professional work ethics, with good moral character and relate well to people of other faith groups while following Navy and chapel regulations. The Command Chaplain will make the final decision as to the elements of the Protestant Religious Education Program.
3. REQUIREMENT:
3.1 Contractor qualifications:
• Possess legal status to work in Italy throughout the duration of the contract.
• Possess at least four years documented experience with directing, teaching or leading Protestant
religious programs.
• Possess basic level knowledge of Microsoft Word, Microsoft Excel and Microsoft Outlook.
• Possess the ability to read, speak and write English fluently.
• Possess an understanding of military customs, courtesies, traditions, protocol and honors rendered
in conjunction with military ceremonies.
• Be available to work for at least two years. The candidate must have orders in Naples for a
minimum of two years remaining at the time of contract award or the ability to legally work in
Naples, Italy for at least two years from time of the award.
• The Installation Religious Ministries Department (RELMIN) is responsible for approving the
candidate. If the Contractor is to propose a new candidate in the hiring process, they must meet
all the qualifications listed above. This candidate will also be subject to an interview by the
Government and must receive the Chaplain’s approval prior to being allowed to perform. If the
proposed candidate is rejected by RELMIN, the Contractor shall identify and propose a new
candidate within five (5) business days for Government consideration.
3. 2 Tasks:
The Contractor PDRE shall perform the following tasks:
3.2.1 General:
• The Contractor PDRE shall comply with ref (b) and ref (c) when working with minors.
• The Contractor PDRE shall submit to, and successfully complete with a favorable determination,
a criminal background check and provide all necessary supporting documents within three (3)
business days after contract award. The Government will conduct a criminal background check
on the Contractor PDRE, using procedures set forth in Reference (c), “DoDI 1402.5 Criminal
History Background Checks on Individuals in Child Care Services”.
• Subject to the recommendation of the command chaplain and approval of the contracting officer,
while and prior to the completion of the background check, the Contractor may be permitted to
perform work under this contract as long as the Contractor is within sight of the Command
Chaplain or his/her authorized representative. Pending successful background check completion,
the Contractor must be readily identified through some type of visual means (e.g. different color
nametag), to be coordinated with the Command Chaplain. An unfavorable background check
determination will result in contract termination.
• Contractor must identify as such at all times. This includes personal interactions and
correspondence (i.e. email signature block should not give the impression that contractor is a
government employee).
• In accordance with Reference (d) CNREURAFCENTINST 1700.3 - CHAPEL VOLUNTEER
BACKGROUND CHECK PROCEDURES, the Contractor PDRE shall assist the Command
Chaplain and chapel staff to ensure that all teachers and volunteers of the Protestant community
over 18 years of age and are reasonably expected to have regular contact with minor(s) have a
criminal background check completed before being involved in the program.
• The Contractor PDRE shall protect all Personally Identifiable Information (PII) obtained in the
course of fulfilling this PWS, in accordance with Reference (d), “5400.11 DoD Privacy Program”
The Contractor
• PDRE shall shred and discard of any PII collected when it is no longer essential to accomplish the
duties of this PWS.
3.2.2 Overall Facilitation and Coordination
• The Contractor PDRE is directly responsible for providing and delivering a total Protestant
Religious Education Program from levels Pre-K through adult level. This program is already
established and approved by the Command Chaplain.
• Liaise and coordinate chapel-wide activities with other Religious Ministries Teams (RMT) and
Contracted Religious Ministries Professionals (CRMP).
• Coordinate all Protestant program details with the Command Chaplain staff. Compile educational
material such as books, and audiovisual materials for the Protestant Chaplain to review for
Protestant programs.
• Meet with the designated Protestant Chaplain at least once a week to discuss the programs, issues,
site conflicts, attendance, staffing, supplies/equipment, and other related topics.
• Lead a Children’s Church program during the worship service and function as liaison with any
volunteer nursery workers.
• Maintain a spreadsheet with the inventory of classroom supplies. Keep supply cabinets in order
and notify the appointed CRP staff member when additional textbook or supplies are needed.
• Assist the designated Protestant Chaplain in preparing and submitting approved purchase requests
for processing with the appointed Religious Program Specialist (RP).
• Prepare an annual PDRE budget (spreadsheet) for submission and approval of the Command
Chaplain in the last quarter of the Fiscal Year, as soon as July but no later than the end of
September of each year.
• Maintain attendance records of participants and volunteers to the Protestant religious education
program events and inform the supervising Chaplain of significant volunteer absenteeism or
problems.
• Identify and report all maintenance issues in the spaces utilized for the Religious Education
events with designated CRP staff member.
• Report any safety hazards or other emergent issues to the next available CRP staff member
immediately when life-safety is involved.
• Prepare and publish an annual Religious Education syllabus and calendar to assist parents in
planning for all the events of the Sunday school year. The Protestant Chaplain must approve the
syllabus before it is published.
• Organize at a minimum one outreach event to the military or civilian community per year. The
timing of the event shall be coordinated with the Protestant Chaplain.
• Open and close all facilities used before and after all classes or events.
• Coordinate with the Protestant Chaplains in preparing food purchase requests for Religious
Education events and coordinating the purchase and pickup with the appointed Religious Program
Specialist (RP).
• Help coordinate and facilitate other children’s ministry programs as appropriate (e.g. AWANA).
• Submit a monthly report of work accomplished to the Command Chaplain by the first Friday of
each month, using a Command Chaplin approved format.
• Submit monthly invoice for review and approval to the Command Chaplain who, in turn, will
submit the approved invoice to the finance POC to process the payment to the contractor.
3.2.3 Program Development
• Assist the Protestant Chaplains with executing an annual Vacation Bible School; typically a week
long during the summer. The Contractor PDRE will assist with recruiting participant children and
all necessary volunteers, coordinate volunteer trainings and practices, and manage all logistics
required. Contractor must be present during this event.
• Provide approximately 35 class sessions per year (duration 1 hour). Schedule of these class
sessions shall be coordinated with the Protestant Chaplain and the teaching material will be
provided by the Protestant Chaplain.
• The Contractor PDRE’s schedule shall be coordinated with CRP staff member and not exceed 12
hours per week while recognizing the flexibility needed to accommodate special programs and
celebrations.
3.2.4 Parental Communication
• Coordinate Parent’s Meetings of students attending the different programs. Discuss with parents
requirements for participation, dates of events, and expectations.
• Coordinate with the Command Chaplain to obtain permission slips from parents and guardians of
activities. Permission slips should be used in accordance with Command Chaplain Policy, such as
whenever minors are leaving NSA Chapel premises in care of adults other than parents/guardians.
Permission slips should include parental approval for the type, place, and times of the planned
activity involving minors and emergency contact numbers.
• Coordinate with all parents to obtain any information or approvals that may be required for a
child’s participation in a program.
3.2.5 Recruitment Support, Training, and Management of Volunteer Personnel
• Develop, maintain, update, and document in a Word document a strategy for recruiting volunteer
teachers and assistants. This document will be submitted to the Chaplain for review and approval
within 90 days from the start of the contract.
• Execute approved recruiting efforts, to include but not limited to, manning a table after services,
bulletin announcements, advertisements, online mailings, and personal appeals.
• Train volunteers to use a variety of resources to develop effective and engaging lesson plans,
curriculum guide, standards and indicators.
• Plan, organize, and run a Volunteer Orientation, as needed.
• Schedule space usage for volunteer training and events per base and chapel policies.
• Recruit, train and coordinate volunteers for all Protestant religious education programs, including
but not limited to: Adult Bible Study/Faith Formation Programs, Youth Retreats, Annual
Volunteer Appreciation dinner, Annual Community event (Easter/Summer Picnic).
• Set-up decorations and breakdown of equipment and request support from volunteers as
necessary.
• Prepare and distribute advertisements for the Protestant Religious Education Program for the
purpose of enrolling participants and recruiting teachers, teacher assistants, and other support
personnel.
• Organize and lead the volunteer orientation/training sessions for teachers and teacher assistants.
• Plan and lead teacher staff meetings and ongoing teacher training sessions.
3.2.6 Administration
• Communicate with teachers curriculum needs, adequacy of supplies, religious education events,
fellowship opportunities and any other related topics.
• Communicate current guidelines for teachers and volunteers as necessary. Teachers should be
aware and know (a) what their responsibilities are concerning the children (b) times for class to
be held (c) what to do if they must be absent from class (d) other related information.
• Communicate the Protestant Religious Education guidelines and expectations for all students and
parents.
• Prepare a schedule of classes for the Protestant Chaplain’s review and approval. Coordinate the
schedule with Federal Holidays, school schedules, and sports schedules.
• Maintain accurate records related to registration, attendance, volunteers’ schedules, and student
evaluations, as well as any required documentation related to sacramental preparation and
celebration.
• Facilitate and locate substitutes as needed for teachers and assistant teachers.
• Coordinate with CRP staff to ensure Criminal Background Checks are complete for all volunteers
in their program prior to leaving a volunteer with children unattended.
• Advise command CRP staff of any known personnel, safety, or procedural issues or violations
that affect the Protestant Religious Education Program or CRP.
3.2.7 Corporate Activities
• Coordinate and oversee events, to include, but not limited to, Vacation Bible School (VBS).
• The Contractor PDRE shall:
Research, survey, and recommend to the Chaplain the location for events.
Coordinate with the Command Chaplain and Designated Faith Group Leader regarding logistics.
Prepare event supplies.
Coordinate with the chaplains for spiritual lessons.
Receive Collect signed permission slips and required medical forms from each student prior to events.
• Coordinate and implement an annual volunteer appreciation dinner or event to recognize people who
volunteer with the Chapel Programs. Coordinate with Command Chaplain and the Designated Faith
Group Leader who will provide for the Religious Services hosted event.
• The contractor shall make copies, scans, and faxes with the provided all-in-one copier machine(s) in
chapel facilities. In the event this machine does not satisfy the publicity needs for an event, the
contractor will submit publicity reproduction needs by the suspense date established by the
Department Leading Petty Officer (DLPO). The contractor shall prepare publicity for chapel message
boards, installation publications (virtual and printed press) and provide this information to the NSA
Naples Command Chaplain for approval/coordination.
• The contractor shall be responsible for setup/rigging for all Religious Education (RE) corresponding
programs and activities, clean up after programs, and return facility spaces to their original
configuration and condition.
• The contractor shall be present during RE classes, from at least half hour before RE classes begin and
remain until all classes are over and ensure the areas used are cleaned, returned to original
configuration and secured.
• The contractor and his/her volunteers shall comply with all local safety requirements, procedures and
work in concert with DLPO to maintain a safe environment for all corresponding RE programs and
activities.
• The contractor shall maintain the Protestant RE office and storage rooms in a clean, orderly, and safe
condition and comply with base safety standards, as it pertains to office and storage areas, as well as
to chapel usage guidelines set by DLPO.
• Religious Offering Fund Purchases Relating to the Protestant Religious Education Program:
o Assist in preparing ROF Requests to be submitted to the appropriate person for approval.
• Appropriated Funds/OPTAR Purchases Relating to Protestant Religious Education Program:
o The contractor shall provide annual request list for supplies to the Command Chaplain
and DLPO in support of Protestant Religious Education Programs for approval; and
subsequently, every quarter submit complete approved request packages to DLPO or
designated Card Holder. The contractor shall communicate with the DLPO or designated
Card Holder to ensure requested vendors are within good standing of current procurement
guidelines, and requested items are approved for purchase. For shipped items, the
contractor shall ensure the vendor can ship to an FPO mailing address. Complete request
packages include, but are not limited to, vendor (name and address), website (if
applicable), person(s) of contact phone number and email address (if applicable),
itemized purchase lists with pricing.
• Attend weekly Religious Ministries Department staff meeting and meet weekly with the Protestant
Chaplains.
• Coordinate the religious holiday functions to include but not limited to the Children’s Christmas play,
Easter Egg Hunt, Mother’s/Father’s Day gift presentation, and Trunk or Treat. Assist in recruiting of
participant children and all necessary volunteers, coordinate practices, and manage all logistics
required.
