ph3Summary /h3pThis position is assigned to the Non-Appropriated Fund Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); US NAS Sigonella, Italy. Incumbent serves as a Sport Program Manager. /ph3Duties /h3pMajor duties include, but are not limited to: /pulliAssists in planning and implementing a comprehensive sports program for active and retired military, authorized civilians, contractors, and dependents. Program includes self-directed recreational sports, and intramural and/or extramural recreational sports. /liliInspects and maintains multiple indoor and outdoor athletic facilities, equipment, and supplies used for athletic activities, events and programs. /liliPlans, organizes and conducts sports specific conditioning sessions, clinics, or seminars to train patrons. /liliEnsures the installation's recreational sports program is diverse and inclusive, in an effort to accommodate various patrons and levels of competition. /liliDevelops and revises program events, tournaments and leagues to provide an inclusive program. /liliCreates an environment that educates and promotes sportsmanship and participation in recreational activities, in addition to providing a program in which risks are minimized. /liliDevelops and revises intramural sports rules to ensure they remain current with new governing body rules, rule applications and officiating mechanics. /liliOfficiates or keeps score for offered athletic programs. /liliMakes and/or coordinates repairs of athletic equipment. /liliServes as the subject matter expert on recreational sports for the installation. /li /ulh3Program Management and Administration (includes but not limited to) /h3ulliPlans and coordinates the details of recurring and non-recurring activities, special events and joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of Morale, Welfare and Recreation (MWR) program development. /liliAssists the Fitness Program Director in periodically updating the departmental strategic plan and reports. /liliAssists in projecting income derived from fees and charges. Monitors inventories, cost controls, patron counts and maintains related records and reports. /liliSeeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention. /liliCoordinates program efforts with other Fitness Division team members. /liliWorks closely with other MWR departmental personnel in regards to scheduling, supervision, and facility guidelines. /liliIdentifies installation and MWR target groups with whom special programs may be co sponsored. /liliAssists in developing and maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g., preparing and distributing flyers, press releases, brochures, etc.). /liliArranges for equipment, supplies and services needed to accomplish scheduled programs and makes recommendations for improvements. /liliEnsures programs, operations, and use of equipment are conducted within all prescribed sanitation, and health and safety regulations, standards, and guidelines. /liliAssists in implementing an effective written safety/risk management plan and procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel. /liliConducts regular safety inspections of the facilities, and reports concerns to the immediate supervisor.
/liliPrepares training manuals/material, operating manuals, and conducts staff meetings and training. /liliSchedules recreation facilities and supervises condition of facilities. /liliProvides clerical support, program registration, answers telephones, and maintains correspondence with other divisions or agencies; responds to public inquiries about the facility. /liliAssists with reservations, contracts, and access list for various fitness, sports, and aquatics facilities. /li /ulh3Supervisory duties (include but are not limited to) /h3ulliDirects work to be accomplished by staff. /liliAssigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. /liliConducts annual performance reviews of staff. /liliParticipates in section staffing decisions. /liliEnsures staff receives proper training to fulfill requirements of their positions. /liliAddresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. /liliSupports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable. /liliDirectly supervises assigned staff. /li /ulh3Requirements /h3pConditions of employment /pulliWork is performed both indoors and outdoor and it requires standing, walking, bending, kneeling, lifting objects up to 45 pounds and a considerable physical exertion. /liliIncumbent is subject to work an uncommon tour of duty to meet program requirements including days, nights, weekends, and holidays. Work schedule is subject to change. /liliOccasional travel of less than 10% may be required. /liliMust have or be able to obtain and maintain a valid state driver's license. /liliCandidates must be in possession of No-Fee Passport (containing VISA and Statement), Sponsor's Permanent Change of Station (PCS) Orders, including page 2 if necessary, or Command-Sponsorship authorization, and Sojourner's Permit/Application Letter. /liliMay be subject to a pre-employment physical examination. /liliIncumbent must possess or be able to obtain the following within 90 days of hire: Blood-borne Pathogen Certification, CPR, First Aid, and AED certification /liliMust satisfactorily complete a background investigation. /li /ulh3Qualifications /h3pOne (1) year of specialized experience in fitness/sports equivalent to NF-3/GS-7 level /ppOR /ppa Master's/equivalent graduate degree/2 full years of progressively higher-level graduate education leading to such a degree with major study in Fitness or Sports Administration (or related field) /ppSpecialized Experience is experience that equipped the applicant with the particular knowledge, skills and abilities (KSA) to perform successfully the duties of the position. /ppResumes must include information which demonstrates experience and knowledge, skills, and abilities as they relate to this position. /ppApplicants are encouraged to be clear and specific when describing their experience level and KSAs.
/ph3KSA's /h3ulliKnowledge that enables the employee to competently and independently carry out sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. /liliKnowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. /liliKnowledge of both non-appropriated Fund (NAF) and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. /liliKnowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. /liliKnowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports. /liliKnowledge of the governing body rules for offered athletic events. /liliSkill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. /liliAbility to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. /liliAbility to perform the full range of supervisory duties. /liliAbility to develop and effectively deliver presentations and/or training. /liliAbility to communicate effectively both orally and in writing. /li /ulh3Education /h3pIf you wish to use education as a substitution for experience, or a combination of education and experience, a copy of college transcripts, certificates or other acceptable evidence must be submitted when applying to receive credit. /ph3Additional information /h3pExecutive Order 12564 requires a Federal workplace free of illegal drugs.
