BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency,
fighting hunger worldwide. The Information and Telecommunication (I&T;) Emergency
Preparedness and Response Branch (TECF) leads WFP’s I&T; emergency management in humanitarian crises, coordinating surge capacity, operational information management and I&T;
EPR analysis. It ensures WFP meets its telecommunications responsibilities as lead agency of the
Global Logistics and Telecommunications Cluster (LTC), hosts FITTEST and the Global LTC
Telecoms team, and collaborates with Telecommunications Security Standards {TESS+} to deliver cost-effective UN security communications.
The Emergency Telecommunications Cluster (ETC) and the Logistics Cluster have been merged into the Logistics and Telecommunications Cluster (LTC), following the humanitarian reset in
- Bringing logistics and emergency telecommunications under one coordination structure,
the WFP-led LTC is the backbone of the entire humanitarian response, enabling humanitarian action to move, communicate, coordinate and deliver life-saving assistance. The LTC Telecoms
Area is referred to as ‘LTC Telecoms’.
To strengthen operational information management and reporting support for LTC Telecoms operations, the Global LTC Telecoms team is seeking an Operational Information Management
Officer. As part of the Information Management Team, the incumbent will independently manage,
collect and analyse operational information; oversee data collection and visualization processes; produce timely reports and information products; and provide technical guidance and quality assurance to support effective coordination, advocacy and information-sharing across LTC Telecoms operations.
ACCOUNTABILITIES / RESPONSIBILITIES
Under the supervision of the Global LTC Telecoms Operational Information Management
(OIM) Lead and in close coordination with LTC Telecoms teams and the WFP Technology
Division (TEC) / TECF branch, the Operational Information Management Officer will be responsible for the following duties:
- Information management & operational support
- Manage the collection, organization, analysis and maintenance of operational information for LTC Telecoms, ensuring data quality and timely availability.
- Lead the development and maintenance of data collection and visualization tools, including dashboards, surveys and reporting platforms.
- Manage and update LTC Telecoms information platforms, country pages and shared file systems to ensure accuracy, consistency and compliance with agreed standards.
- Oversee LTC Telecoms mailing lists and internal information-sharing mechanisms, templates,
and documentation standards.
- Manage shared LTC Telecoms email accounts, assess incoming requests and coordinate timely follow-up with relevant focal points.
- Coordinate and document LTC Telecoms meetings, including scheduling, agendas, minutes and follow-up on agreed actions.
- Represent LTC Telecoms in relevant inter-agency information management forums and working groups, and ensure appropriate follow-up within the team.
- Reporting & analysis
- Produce and quality-assure regular situation reports, factsheets, dashboards, infographics,
and other analytical products summarizing LTC Telecoms activities, performance, gaps, and challenges.
- Coordinate LTC Telecoms inputs to OCHA, WFP Country Office and inter-agency reporting products, including internal and external Situation Reports.
- Lead the development and maintenance of monitoring tools, including user feedback surveys, and analyse and present results to inform operational decision-making.
- Serve as an information management focal point for LTC Telecoms, providing technical guidance and ensuring timely, accurate and consistent reporting to partners and stakeholders.
- Advocacy & visibility
- Design, prepare and strategically edit advocacy and visibility materials, including news updates, feature stories, briefing notes and human-interest content highlighting LTC
Telecoms activities.
- Develop communication products that raise awareness of operational constraints, access challenges, and the value of LTC Telecoms services.
- Coordinate requirements for the procurement and management of LTC Telecoms visibility items.
- General coordination & support
- Draft and edit operational documents such as Concepts of Operations (CONOPs), project documents, and presentations.
- Coordinate with LTC Telecoms teams to ensure aligned messaging, reporting and information flows, and identify issues requiring escalation or follow-up.
- Perform other related duties as assigned by supervisors, including for TEC reporting needs.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
Advanced University degree in information management, communications, journalism,
international relations, social sciences, engineering or a related field; or a First University degree with additional years of relevant professional experience.
Experience
- A minimum of five years of postgraduate professional experience in information management, communications or other related fields.
- Experience in working in international contexts is required.
- Experience working in emergency settings, hardship locations or humanitarian contexts is desirable.
Knowledge and Skills
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, Teams and
SharePoint, is required.
- Ability to communicate clearly both orally and in writing, transforming technical terminology into easily understood language is required.
- Demonstrated analytical and problem-solving skills to conceptualize issues,
think in abstract terms, and analyze numerical data is required.
- Ability to work independently, exercise sound judgement, manage competing priorities and deliver high-quality outputs under tight deadlines is required.
- Demonstrated ability to provide technical guidance, coordinate with diverse stakeholders and quality-assure information products is required.
- Knowledge of Information and Communications Technology (ICT) operations and humanitarian reform / cluster concept is desirable.
Languages: Fluency in English (written and spoken) is required. Intermediate knowledge of a second official United Nations language (Arabic, Chinese, French, Russian, or Spanish) and/or WFP's additional working language is desirable.
