Organizational context: The Department of Operational Support (DOS) provides end-to-end operational support across the UN Secretariat. The Logistics Division (LD) plays a key role in supply chain management, offering direction and services in transportation, engineering, and medical support. The Integrated Movement Service (IMS) offers unified oversight of multimodal movement operations, comprising the Strategic Multimodal Movement Operations Centre (SMMOC) in Brindisi, Italy, where this role is based.

Job purpose: The Movement Control Officer, based in Brindisi, Italy, is responsible for managing the transportation of military/police contingents and UN-owned equipment for peacekeeping missions and other DOS clients. This involves assessing needs, planning and implementing cost-effective solutions, and coordinating with clients, Permanent Missions, and National Governments. The role requires ensuring compliance with UN guidelines and mission operational needs, providing expert guidance on transportation matters, and liaising with various stakeholders to resolve conflicts and finalize plans. The officer will also contribute to the development and implementation of movement plans, including cost estimations, requisitions, and the evaluation of bids, ensuring efficient and timely delivery of services.

Responsibilities: The Movement Control Officer receives and assesses client requests for transportation of military/police contingents and UN-owned equipment, identifying feasible and cost-effective solutions. Responsibilities include analyzing, planning, implementing, and managing the transportation of personnel and equipment to and from UN peacekeeping missions. This involves liaison, negotiation, and coordination with clients, Permanent Missions, and National Governments, resolving conflicts,



and ensuring compliance with UN guidelines and mission operational needs. The role also entails developing and implementing movement plans, preparing cost estimates, requisitions, and Statements of Work (SOWs). Furthermore, the officer will coordinate the requisition process, evaluate bid responses, negotiate Letters of Assist, and keep stakeholders informed of progress. The position requires coordinating movements, tasking transportation assets, monitoring performance, liaising with clients and service providers, and collecting/analyzing data to influence decision-making and improve efficiency.

Education: An advanced university degree (Master's or equivalent) in supply chain management, business/public administration, or transportation management is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted.

Work experience: A minimum of five years of progressive experience in transportation administration and management is required. This includes at least two years in planning, coordinating, and executing large-scale international personnel/cargo movements across at least two transport modes (air, sea, road, rail). Experience in assessing contract proposals for movements and managing commercial freight forwarding services is also required. Proficiency with ERP systems like SAP (including TM modules) is necessary.

Skills: Proficiency in transportation program management, negotiation with contractors, understanding of transport regulations, research and information integration, data analysis, and proficiency in Microsoft Excel and PowerPoint. Client orientation, including partnership building and needs assessment. Strong planning and organizing skills, including goal setting, prioritization, resource allocation, risk management, and time management.
