JOB TITLE: Portfolio and Project Management Specialist

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming - in the next two years - the core elements of an end-to- end digital business process.

As such, the Technology Division (TEC) has embarked in a transformation journey to become a flexible, customer-centric, digital leader and is currently looking for a Junior Portfolio and Project Management Specialist to join the Resource Management branch (TECR) and support the way in driving greater discipline and project management standardization across the TEC function.

The incumbent will apply his/her financial, business analysis, and portfolio management skills and techniques to ensure that the TEC project teams have the necessary support and coordination to meet field and other stakeholders’ needs and expectations.

The incumbent will report to the Planning and Portfolio Manager-TECR.

ACCOUNTABILITIES/RESPONSIBILITIES:





Within the context described above and in collaboration with relevant colleagues within the branch, the division and externally, the incumbent will be responsible to:

• Proactively monitor, track, and report on a monthly base on the progress and continued alignment of demands and projects with IT Strategy across TEC portfolio ensuring project teams are supported throughout the delivery.

• Develop and maintain the TEC Backlog Prioritization model and the resource capacity planning exercise to improve resource viability and planning, enhancing business stakeholder expectations and relationships.

• Collaborate and work closely with branch Portfolio Focal Points to support the Efficiency Gains and Return On Investment (ROI) processes by identifying opportunities for cost savings, process improvements, and resource optimization, and tracking progress against targets.

• Lead and participate in the IT Solutions Delivery process in terms of coordinating TEC Portfolio Management activities and develop divisional reports/dashboards to reflect the progress of the portfolio aimed at management decision making with great focus on financial resources status.

• Keep oversight and manage the TEC Demand and project portfolio, ensuring demands originating from the IT Solutions Delivery process are delivery ready.

• Serve as administrator and main focal point of the Divisional PPM (Project Portfolio Management) tool by customizing it to meet user needs, ensuring regular updates with portfolio data, dashboards, and reports, and providing user support and training.

• Support the development of TEC internal and corporate performance reports and dashboards on a monthly, quarterly and annual basis.

• Contribute to the implementation of frameworks and processes aimed at standardizing and streamlining the portfolio management approach within TEC.

• Support on the yearly Divisional Workplan review, performance monitoring of the 5-Year Digital Business Transformation Plan (5YDBTP), and Management Planning Processes.

• Any other duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT:

•Monitoring and tracking the progress of TEC demands, projects and ongoing work part of the divisional Portfolio, identifying blockages and performance by analysing defined Objectives, Milestones and Key Results.

•Creation of ServiceNow reports reflecting the progress of the divisional portfolio with increased focus on the status of financial resources.

•TEC Portfolio capacity planning model and Return of Investment for key TEC’s projects.

•Support with the implementation/adoption of TEC new PPM tool (ServiceNow).

•Delivery of any divisional reports/dashboards aimed at supporting managerial decision making.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Business Administration, project management, finance, or related field.

3 years of experience in portfolio, project and/or fund management, preferably within an IT or a humanitarian context.

Experience:

Desirable Knowledge & Skills:

•Theoretical and practical project/fund management knowledge

•Proficiency in project management software tools

•Strong analytical and organizational skills





•Highly developed written communication skills

•High proficiency in Microsoft Office (Excel and Power Point)

•Strong team player coupled with demonstrated ability to work autonomously

•Ability to work in a fast-paced environment

•Creative and committed

•Good communications skills, with customers, team and stakeholders

•Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.

Languages:

Fluency in oral and written English is required. Proficiency in another official UN language

(Arabic, French, Russian, Chinese or Spanish) or Portuguese (one of WFP’s working language)

would be desirable.
