About the Role

SETIN, an Italy-based international consulting firm working in the field of environmental protection and conservation in international cooperation for more than a decade, is seeking an experienced Team Leader to guide institutional analysis and biodiversity-related policy work across the Pacific Islands region. This is a remote position requiring 2 or 3 in-country missions to Pacific Island countries (4-5 days per country per mission) to lead the in-person workshops, support in-country consultations and stakeholder engagement.

Specific Objectives The objective of this assignment is to produce three foundational reports to inform the development of the National Biodiversity Finance Plans.

- Biodiversity Expenditure Review (BER) – Assesses public and private spending related to biodiversity across all economic sectors, to understand how resources are allocated and inform financial planning. It involves data collection, a national synthesis report, quarterly knowledge products, and gender-focused reporting.
- Financial Needs Assessment (FNA) – Calculates the total financing required to meet national biodiversity targets (NBSAP and GBF commitments). It includes detailed costing, a financing gap analysis, an assessment report, technical workshops, and capacity-building materials.
- National Biodiversity Finance Plan (BFP)



– Consolidates findings from the previous assessments (PIR, BER, FNA) into a national plan identifying the optimal mix of finance solutions, complete with business cases, risk management frameworks, and implementation scenarios. It involves extensive engagement with the private sector and civil society, with multi-stakeholder validation.

Working Arrangements

- Fully remote role with flexibility required for coordination across time zones
- Availability and willingness to travel to Pacific Island countries as needed throughout the assignment
- Leading of the team composed also by one biodiversity specialist, 3 national consultants (one per country) and one task manager
- Availability of weekly meetings with the client to coordinate and update the progress of the work
- Estimated effort: around 85-90 working days (this represent an estimation and the contract will be delivery-based)

Key Qualifications

- Advanced degree (Master's or higher) in environmental policy, economics, finance, public policy, natural resource management, environmental law, or a related field
- Fluency in English (required)
- Minimum 5 years of professional experience in institutional analysis, biodiversity-related policy review, or the governance of environmental programmes
- Demonstrated experience conducting policy and subsidy assessments
- Proven track record facilitating national-level consultations with government and stakeholder groups
- Prior experience working in Small Island Developing States (SIDS) or comparable contexts is considered an asset
- Prior experience with BIOFIN (Biodiversity Finance Initiative) projects and/or UN agencies is considered a strong asset
