JOB TITLE: global Food Security Cluster Emergency & Preparedness Data & Analysis Coordinator

TYPE OF CONTRACT: CST Regular (Level II)

DUTY STATION (City, Country): Rome, Italy (with field deployment)

DURATION: 11 months (tentative EOD 20.10.2026)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Food Security Cluster (FSC) was established by the Inter-Agency Standing Committee to coordinate food security responses during humanitarian crises. Co-led globally by the World Food Programme (WFP) and the Food and Agriculture Organization of the United Nations (FAO), the Global Food Security Cluster (gFSC) provides strategic, technical and operational support to country-level Food Security Clusters and Sectors, coordinating timely, coherent and effective food security responses that are accountable to affected people. More specifically, the gFSC is important in:

- Facilitating a timely, coherent and coordinated food security response by mobilizing stakeholders strategically and strengthening linkages among relevant actors.
- Ensuring food security needs and priorities are adequately reflected in Humanitarian Needs and Response Plans and other strategic planning processes.
- Supporting service delivery through context-specific coordination and information management.
- Informing strategic decision-making by the Humanitarian Coordinator, Humanitarian Country Team, Country Management Team and relevant coordination bodies.
- Coordinating and supporting cluster or sector strategies, including contingency planning, preparedness and early response planning.
- Monitoring and evaluating cluster or sector performance, while strengthening national actors and FSC members’ capacity.
- Supporting advocacy for food security needs and promoting accountability to affected people.

The gFSC is establishing an Emergency & Preparedness Data & Analysis Coordinator to support the Cluster Lead Agencies, Food Security Cluster/Sector partners with coordination and information management during the first phase of a sudden onset emergency,



ensuring that food security (particularly food assistance) needs, response options, operational gaps, partner capacities and delivery constraints are rapidly identified, analysed and reflected in response planning.

ACCOUNTABILITIES/RESPONSIBILITIES

- Develop, launch and maintain Sudden Onset Emergency (SOE) coordination and information management toolkits focused on food assistance planning, delivery and monitoring.
- Define coordination arrangements and information management workflows to identify food assistance needs, gaps, partner presence, response capacities and delivery constraints during the first phase of an emergency.
- Update SOE food assistance tools using after-action reviews and lessons learned from hurricane responses and other rapid-onset crises.
- Produce coordination tools for food assistance response, including partner mapping, contact lists, meeting templates, action trackers and response gap analysis formats.
- Produce information management products for food assistance response, including dashboards, maps, reporting templates, assessment trackers, distribution monitoring tools and data collection templates.
- Link SOE food assistance tools to needs assessments, response planning, operational prioritization, reporting, Flash Appeals and Humanitarian Programme Cycle processes.
- Coordinate feedback from country offices, government counterparts and partners to improve usefulness and practicality of SOE food assistance coordination and IM tools.
- Support rollout and continuous improvement of SOE food assistance tools through training modalities and background support.

DELIVERABLES AT THE END OF THE CONTRACT:

- SOE food assistance coordination and information management toolkit, including guidance notes, toolbox components and operational overview.
- SOE food assistance deployment package defining coordination arrangements, IM workflows, partner mapping, response capacities, delivery constraints and practical next steps.
- Updated SOE food assistance tools incorporating lessons learned from after-action reviews, hurricane responses and other rapid-onset emergencies.
- Food assistance coordination tool package, including meeting templates, partner mapping formats, contact lists, action trackers and response gap analysis tools.
- Food assistance information management package, including dashboards, maps, reporting templates, assessment trackers, distribution monitoring tools and data collection templates.
- Guidance linking food assistance coordination and IM tools to needs assessment, response planning, operational prioritization, Flash Appeals and HNRP processes.
- SOE food assistance rollout and improvement plan, including training modality, dashboard uptake analysis and recommendations for future updates.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced university degree in food security, agriculture, economics, humanitarian affairs, nutrition, social protection or related field.

Experience

Minimum 7 years of professional experience in humanitarian response at mid-level, including direct experience in food assistance coordination, emergency response planning, assessments, partner coordination or operational support.

Demonstrated experience supporting food security or food assistance responses in sudden onset emergencies, preferably within inter-agency coordination mechanisms.

Knowledge & Skills:

- Ability to plan and operate at both strategic and operational levels in fast-evolving sudden onset emergency contexts.
- Strong understanding of the international humanitarian response architecture, including coordination mechanisms and funding processes such as the Humanitarian Programme Cycle, Central Emergency Response Fund, Flash Appeals and pooled funds.




- Ability to engage diverse stakeholders and represent the Food Security Cluster/Sector in strategic coordination meetings, technical discussions and inter-agency processes.
- Ability to facilitate workshops, trainings and meetings, and present collective outcomes and recommendations on behalf of partners and stakeholders.
- Good understanding of food security assessments, surveys, monitoring, evaluation and response analysis, with specific focus on food assistance needs, gaps and delivery.
- Experience developing, reviewing and operationalizing sudden onset emergency preparedness and response toolkits, guidance notes, SOPs and practical toolbox.
- Ability to design and support rollout approaches for SOE tools, including direct training, Training of Trainers models.
- Strong understanding of food assistance modalities (in-kind assistance, cash and voucher assistance), market-sensitive programming, targeting, distribution monitoring.
- Ability to translate food assistance data, operational constraints into clear coordination products, priorities and decision-making recommendations.
