Learn more about IOM’s workplace culture at IOM workplace culture | International Organization for Migration /p h3Organizational Context and Scope /h3 pUnder the overall supervision of the Resources Management Officer (RMO) and the direct supervision of the HR Coordinator, the Human Resources Associate will be responsible and accountable for supporting the delivery and implementation of Human Resources (HR) functions in Italy and Malta, facilitating timely, accurate and compliant implementation of HR processes. /p ol liAssist in coordination of recruitment processes, including but not limited to, providing guidance to hiring managers on preparation of Post Description (PD), drafting and posting Vacancy Notice (VN)/Special Vacancy Notice (SVN), screening and shortlisting applications, drafting interview protocols, preparing and administering written tests, taking part in interview panels as assigned, drafting candidates’ assessment forms, conducting reference checks, preparing job offers, administering recruitment mailbox, etc. /li liSupport the team in carrying-out pre-employment activities such as preparation of Entry on Duty (EOD) documentation and collection of supporting documentation, coordination of EOD medical exams and follow-up with Medical Services on medical clearance, coordinate enrollment in insurance plans as appropriate, support the coordination and delivery of induction sessions, arrangement for security briefing, etc. /li liPerform assigned role(s) in the organisational Human Resources (HR) system, paying special attention to data consistency and accuracy; input and maintain data based on approvals and supporting documentation; verify eligibility for allowances and other benefits, monitor and follow up on contractual situation and entitlements, and initiate prompt actions and generate reports, contract extensions, personnel actions and other related documentation. /li liCarry-out a wide range of HR actions, including but not limited to preparation of documentation for separation, classification, reclassification, promotion, disciplinary cases, etc. and coordinate with the Regional Office (RO), and Human Resource Management (HRM) in Geneva as appropriate.



/li liPrepare all reports on personnel matters and submit timely to concerned parties; draft and review routine correspondence, letters, certifications, etc.; open and update personal files, create and maintain a systematic way to archive HR documents (electronic and hard copies). Update and maintain electronic and physical archiving systems in the unit including personnel files with all supporting documentation, recruitment files, Human Resources policies, regulations, guidelines and manuals, internal controls, etc. /li liAssist in monitoring compliance with the performance evaluation process and follow-up with staff and supervisors as needed; facilitate compliance by providing technical guidance on the use of the system. /li liProvide information to staff on their entitlements and responsibilities in line with IOM regulations, instructions and procedures. Respond to standard inquiries and refer to the most sensitive/complex ones. /li liIdentify areas for improvement and highlight them to the supervisor; provide inputs for new procedures to complement or to adapt existing ones taking into consideration the specific needs of the office. Assist in analysing and resolving sensitive cases by collating background information, preparing summaries and sharing best practices. /li liProvide guidance and training to new/junior staff in the unit /li liPerform such other relevant duties as may be assigned. /li /ol h3Required Qualifications and Experience /h3 h3Education /h3 ul liBachelor’s degree in Human Resources, Business Administration, Psychology or a related field with three years of relevant professional experience; or, /li liHigh School diploma with five years of relevant experience. /li /ul pAccredited Universities are those listed in the UNESCO World Higher Education Database. /p h3Experience /h3 ul liProficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP or ORACLE is a distinct advantage; /li liExperience in human resources management and personnel administration; /li liExperience in maintaining personnel records and HR documentation, ensuring accuracy, completeness and confidentiality; /li liExperience working with HR information systems and/or ERP systems; and, /li liPrior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage. /li /ul h3Skills /h3 ul liAttention to detail, ability to organise paperwork in a methodical way; /li liDiscreet, details and clients-oriented, patient and willingness to learn new things; /li liProblem-solving and analytical skills; /li liAbility to prioritise and manage multiple tasks; /li liAbility to handle confidential and sensitive information; /li liEffective communication with staff at different levels; and, /li liKnowledge of IOM HR policies, rules and procedures is an advantage.
