BACKGROUND AND PURPOSE OF THE ASSIGNMENT: WFP has been delivering food assistance to the most remote and insecure regions of the world for nearly 60 years - during which time WFP developed its supply chain capabilities to support its goals of eradicating hunger and malnutrition. This expertise in humanitarian supply chain is widely recognized, both internally and externally, as the backbone of WFP food operations and it has led to the rise of WFP-provided common services.
Under the 2030 Agenda for Sustainable Development (SDG 17:16) and broader UN reforms focused on shared services; such activities provide WFP with flagship opportunities to represent WFP’s commitment to these global efforts.
ACCOUNTABILITIES/RESPONSIBILITIES
Working under the guidance and supervision of SCD Director a.i., Deputy Director & Chief of SCDL, the incumbent will:
a. Strategy development
- Co-lead the formulation of the SCD Strategy 2027-2029 for the division and function to enable implementation and advancement of WFP’s Strategic Plan, including the design and delivery of a structured consultation process and end-to-end project management.
- Co-lead an exercise to identify recommendations on how to better measure and convey SCD’s impact in alignment with the SCD Strategy’s priority themes, drafting a strategic white paper for SCD leadership accordingly.
- Co-lead the design and delivery of the SCD Strategy’s dissemination plan, to ensure broad understanding of, and buy-in to, the division and function’s strategic direction.
b. Strategy delivery
- Act as a focal point for SCD services and units as they translate the SCD Strategy 2027-2029 into annual workplans, to ensure key strategic priorities are fully embedded and realised.
- Advance SCD’s strategic collaboration with Nutrition by:
o Leading a joint SCD-Nutrition initiative to identify/inform new national and local food fortification solutions in priority contexts impacted by micronutrient deficiencies. Coordinate the design/enhancement of guidance for country offices accordingly.
o Leading a joint SCD-Nutrition scoping exercise on the nutritional adequacy of market offerings where the burden of malnutrition is greatest and WFP provides cash, to ideate and implement SCD-Nutrition collaborations on the consumer side of cash.
o Leading a joint assessment of country office perspectives (with a focus on emergency operations and/or priority child wasting countries) regarding barriers to expanding malnutrition prevention and/or nutrition treatment activities which utilise SNF, and the related steps required to maximise SNF supply chain agility.
- Advance SCD’s strategic collaboration with Programme more broadly by:
o Leading an exercise to map current transition plan commitments in current or forthcoming Country Strategic Plans (CSPs) over the near-term, document the most impactful supply chain activities to enable transitions, and develop a guidance note for country offices on how to set out more ambitious supply chain/local market optimisation activities in CSP transition planning.
- Advance SCD’s conceptualisation of ‘People’ as a strategic enabler, by leading the formulation of a strategic white paper for SCD Management, proposing low-cost, high-impact initiatives to strengthen trust, motivation and morale, in order to ensure SCD proactively considers and addresses the critical components of organisational culture which are typically out of scope under workforce planning exercises.
- Support the strategic focus on ‘right-sizing’ supply chain assurance activities, including by critically reviewing proposed audit, evaluation and Proactive Integrity Review (PIR) recommendations, and wider engagement with the Risk Management Division (RMD).
c. Strategic positioning
- Lead on the preparation of a high-impact induction paper for the incoming Executive Director to establish the SCD division and function’s current operating context and
- comparative advantage, current and future priorities, and critical role in implementing and advancing WFP’s Strategic Plan.
- Lead on an exercise to fundamentally enhance recurring high-profile reports to more positively and compelling frame WFP’s impact (e.g. the Global Losses Report presented to the WFP Executive Board), collaborating with the report’s authors to surface and embed novel approaches.
- Design and maintain internal, cross-functional high-impact situational overviews that synthesise key information on operational contexts and constraints, and divisional priorities and progress, in order to ensure all members of the SCD Management team are equipped with the requisite resources to represent the SCD division at any given time.
- Design a series of repurposed internal and external visibility materials which compelling convey core aspects of SCD’s work to a lay audience.
- Support the SCD Front Office as required on the design and delivery of Partnerships priorities and activities (and on any other matters as required).
d. Leadership support
- Provide strategic advice/recommendations to the Director a.i. / Deputy Director & Chief, Logistics, to progress both high-level priorities as well as issues at hand across SCD. Serve as a ‘thought partner’ for the overall management of SCD and division and function-wide initiatives as needed.
- Act as focal point for those SCD services/units directly reporting to the Director a.i. / Deputy Director & Chief, Logistics and other WFP teams as required, proactively and directly contributing to their work where possible. Coordinate, monitor and follow up on tasks and deliverables assigned to internal teams by the Director a.i. / Deputy Director & Chief, Logistics, ensuring that key priorities are consistently advanced and decisions are enacted.
- Lead on preparation of key documents (e.g. concept notes, talking points, briefs/taskers, presentations, proposals, speeches) and other written materials for the Director a.i. / Deputy Director & Chief, Logistics and other senior leadership, for both internal and external audiences. Critically review and exercise quality control as appropriate of items submitted to the Director a.i. / Deputy Director & Chief, Logistics.
- Identify, assess and escalate as needed any potential risks to SCD’s reputation, efficient and effective functioning, and field impact, while maintaining strict confidentiality of information as required.
- Deploy to field operations as necessary.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in International Development, Development Economics, International Relations or another relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Experience: 8 years of relevant experience, particularly in the humanitarian/international development field.
Knowledge & Skills:
- Excellent understanding of global humanitarian and development issues.
- Proven ability to conceptualise, plan, manage and expedite progress of competing strategic priorities and operational activities, and to deliver high-quality results at pace.
- Highly organised with robust planning and problem-solving skills.
- Strong interpersonal skills and the ability to cultivate relationships with and influence senior decision-makers.
- Commitment to upholding a strict level of confidentiality.
- Capacity to work effectively in a multicultural environment and international organisation.
- Use of tact and courtesy to give and receive information with a variety of individuals (people-oriented).
