The role develops and coordinates facility-planning products, master-planning studies, project documentation, real-estate actions, and capital-investment recommendations.
This is a full-time, primarily on-site position located in Naples, Italy.Job Duties & ResponsibilitiesDevelop and update area development plans, installation development plans, capital improvement plans, basic facility requirements, facility planning documents, special studies, and DD Form **** project documentationPrepare site planning analyses and site approval packages and coordinate host nation, real estate, environmental, public works, utility, safety, and antiterrorism requirementsSupport space assignments, sustainment, restoration and modernization planning, DD Form **** actions, energy and economic analyses, parametric estimates, and business case evaluationsIntegrate installation requirements into regional and enterprise planning priorities, investment plans, and programming submissionsLead or coordinate multidisciplinary planning teams and engage installation personnel, commands, facility users, engineers, architects, environmental staff, and other stakeholdersReview master plans, land use plans, encroachment and compatibility analyses, urban development proposals, and infrastructure requirementsUse GIS and Navy planning and asset management systems to analyze, document,
and communicate facility conditions and requirementsPrepare technical reports, briefings, presentations, maps, and recommendationsLegal Work Authorization: Must already have the legal right to work in the country of the assigned duty station; U.S. visa or SOFA-status sponsorship is not availableExperience supporting DoD, Navy, another government agency, or a comparably complex public-facilities organizationKnowledge of facility-planning principles, multidisciplinary design and construction, applicable building and life-safety codes, and host-nation planning requirementsProficiency with GIS, Microsoft Office, and relevant planning, design, or asset-management softwareAbility to develop scopes, budgets, schedules, alternatives, cost analyses, and executive-level planning recommendationsProfessional English proficiency; CEFR B2 or higher is required, with C1 preferredAICP certification, professional engineer registration, or registered architect licenseExperience with NAVFAC planning products and systems such as iNFADS, eProjects, SFPS, or equivalent toolsExperience with NATO, SOFA, host-nation, or overseas military-installation planningEmployment Arrangement: Employment, payroll, tax withholding, social-insurance contributions, and locally required benefits will be administered through a third-party employer of recordExperience & EducationBachelor's or master's degree in planning, engineering, architecture, or an internationally equivalent field.At least ten years of professional, code-compliant facility-planning experience involving real-estate actions, installation or master planning, site planning, capital planning,
